For purposes of this section, Return is defined as physical receipt of the F-condition asset at the contractor's facility as reflected in the Action Date entry in the Commercial Asset Visibility (CAV) system. In accordance with the CAV Statement of Work, the contractor is required to accurately report all transactions by the end of the fifth regular business day after receipt, and the Action Date entered in CAV must be dated to reflect the actual date of physical receipt. The contractor must obtain final inspection and acceptance by the Government for all assets within the RTATs established in the subsequent contract. Required RTAT: 140 days after receipt of asset. Throughput Constraint: The contractor must provide a throughput constraint for each NSN(s). Total assets to be repaired monthly after initial delivery commences is X/month (contractor to fill in #). A throughput of XXX per month reflects no throughput constraint. Induction Expiration Date: 365 days after contract award date. Any asset received after this date in days is not authorized for repair without bilateral agreement between the contractor and NAVSUP WSS Contracting Officer. Reconciliation: A reconciliation modification will be issued after final inspection and acceptance of all assets inducted under the subsequent contract. The parties have agreed to a price (shown on the schedule page) for each unit at the negotiated RTAT. Such prices are based on the contractor meeting the RTAT requirements described within the schedule page. If the contractor does not meet the applicable RTAT requirement, consideration will be assessed and subject to negotiation. Price reduction made pursuant to this section shall not limit other remedies available to the Government for failure to meet required RTATs, including but not limited to the Government's right to terminate for default. All contractual documents (i.e., contracts, purchase orders, task orders, delivery orders, and modifications) related to the procurement are considered to be "issued" by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic methods such as email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to "issue" contractual documents as detailed herein. Early and incremental deliveries are accepted and preferred. 1. Scope Articles to be furnished hereunder shall be repaired, tested, and inspected in accordance with the terms and conditions specified in the Requirements Section of this document. Unless expressly provided for elsewhere in this clause, equipment such as fixtures, jigs, dies, patterns, mylars, special tooling, test equipment, or any other manufacturing aid required for the manufacture and/or testing of the subject item(s) will not be provided by the Government or any other source and is the sole responsibility of the contractor. The foregoing applies notwithstanding any reference to such equipment or the furnishing thereof that may be contained in any drawing or referenced specification. The use of MIL-W-81381 wire in any item to be delivered under this procurement is prohibited. The prohibition applies notwithstanding any reference to MIL-W-81381 wire in drawings or specifications. SAE-AS22759 series wire shall be used in lieu of MIL-W-81381 wire. Any questions should be directed to the Procuring Contracting Officer. If MIL-STD-454 is referenced, the contractor is expected to show compliance with IPC/EIAJ-STD-001C. Personnel performing tasks in accordance with IPC/EIAJ-STD-001C shall be trained and certified as required by paragraph 5.1.4 of IPC/EIAJ-STD-001C. 2. Applicable Documents Not applicable. 3. Requirements Authorization is hereby given to induct NSN 7021-06249378; P/N: 6B03374-0001 (06481) for repair and during the process, incorporate NAVAIR ECP H1-CP186-24 under NAVAIR PO N00019-21-F-0047, thus outputting NSN 7021-016653345 P/N: 6B03374-0002 (06481). The contractor shall replace the VPA P/N: 6B05492 or P/N: 6B05495 with a new VPA P/N: 6B05495 in all TRMCs with P/N: 6B03374-001 or P/N: 6B03374-0002 owned by the US Government and covered in this agreement, regardless of VPA failure analysis. General Requirements: The contractor shall provide at their facility the necessary repair labor, new and serviceable reworked repair parts, materials, and test equipment, and arrange for outside services as required to return the equipment to a serviceable condition within the calendar day shop time as specified in the delivery schedule of the contract. Scope of Work for Repair: The scope of work in the following subparagraphs applies to the latest configuration of the Government equipment. There shall be a 100% repair rate on all CLIN carcasses. Any carcass that cannot be repaired must have Defense Contract Management Command (DCMC) Quality Assurance Representative (QAR) approval for disposal. Upon receipt of Government equipment, the contractor shall perform incoming inspections, record any shipping damage, and inventory components for completeness. Units with missing parts will not be inducted until missing parts are received or unless specifically authorized by the Procurement Contracting Officer (PCO). The contractor shall advise the PCO if any servicing is due to defective articles furnished by the contractor or non-conformance with the contract requirements. In cases where the failed assembly is beyond economical repair (BER) or if the equipment is received with missing subassemblies, the contractor shall confirm these findings with the DCMC QAR and notify the PCO for approval to scrap or proceed according to Missing on Induction (MOI). Units with missing parts will not be inducted until missing parts are received or unless authorized by the PCO. All disassembly, repair, and assembly shall follow current engineering drawings and configuration specifications. All parts shall be inspected and repaired or replaced as indicated. Hardware shall meet the latest drawing revisions. Repaired parts shall meet the repair specification requirements, and repair procedures shall be submitted for Government approval if deviating from standard procedures. The contractor shall provide and use repair parts and test equipment that meet the specifications. Repaired equipment shall meet inspection and acceptance test requirements. A QA representative shall witness repairs and tests, and Government representatives shall be notified and permitted to witness inspections. The contractor shall submit repair procedures for approval if they deviate from the repair specifications. During repair, no modifications shall be made that hinder future repairs or require additional steps by other sources. Repair Parts: The contractor shall identify, select, order, and stock required parts, which are any parts listed in the repair specification. Test Equipment: The contractor shall provide a laboratory with instrumentation for functional testing and detailed inspections, ensuring compliance with repair specifications. Reports of measurements shall be available to the Government upon request. Publications and Drawings: Manuals and drawings will not be provided by the Government. 4.
