El Paso Water Utilities Public Service Board (EPWater) is seeking private partners for a Public-Private Partnership (P3) to develop a Renewable Natural Gas (RNG) facility at the Roberto R. Bustamante Wastewater Treatment Plant in El Paso, Texas. - Government Buyer: - El Paso Water Utilities Public Service Board (EPWater), City of El Paso - Project Scope: - Design, construct, operate, maintain, finance, and market an RNG facility - Convert biogas from anaerobic digesters into pipeline-quality RNG - Inject RNG into the regional natural gas network in coordination with ONE Gas - Services Requested: - Comprehensive design, construction, and integration of RNG system - Permitting, regulatory compliance (including TCEQ and other agencies) - Operations and maintenance for an anticipated 15-year term - Site security, staff training, and residuals management - Full project financing - Marketing and sale of RNG and environmental credits (e.g., RINs) - Notable Requirements: - Compliance with ONE Gas biomethane quality standards for pipeline injection - Demonstrated experience with municipal RNG projects and public-private partnerships - Revenue-sharing frameworks with EPWater - No specific OEMs mandated; ONE Gas is the designated pipeline interconnection partner - Opportunity is open to firms with proven technical, financial, and operational capacity in RNG projects

El Paso Water (EPWater) is soliciting qualifications for a Renewable Natural Gas (RNG) Facility project at the Roberto R. Bustamante Wastewater Treatment Plant (RRBWWTP) in El Paso, Texas. The project involves designing, constructing, operating, and maintaining an RNG system to convert biogas from anaerobic digesters into pipeline-quality RNG for injection into the regional natural gas network. The procurement is a two-step process: an initial Request for Qualifications (RFQ) to pre-qualify firms, followed by a Request for Proposal (RFP) for shortlisted firms. The scope includes design, permitting, construction, operations, maintenance, financing, and marketing of RNG and associated credits. The initial contract term is anticipated to be 15 years.
