The City of Omaha Public Works Department is seeking bids for the Papillion Creek Interceptor Rehabilitation and Papio WRRF In-Plant and Bypass Gate Upgrades projects, which involve major sanitary and storm sewer rehabilitation across multiple sites. - Government Buyer: - City of Omaha Public Works Department (Douglas County Purchasing) - OEMs and Vendors: - RW Gate Company (sole named OEM for stainless steel slide gates and electric motor actuators) - Products/Services Requested: - Construction and rehabilitation of gravity interceptor sewers, manholes, and structures - Installation of owner-supplied stainless steel slide gates and electric motor actuators (RW Gate Company) - Temporary surfacing, traffic control, erosion control, and environmental protection measures - Specialized construction items: sanitary interceptor manholes, storm pipes, concrete work, sheet piling, bypass pumping, and dewatering - Field service technician support for slide gate installation (to be secured by contractor) - Notable Requirements: - Contractor must hold a valid City of Bellevue Class A or B General Contractor's License (no reciprocity) - Small & Emerging Small Business (SEB) participation goal of 2.5% across all schedules - Strict compliance with USACE Section 408 permits, emergency action plans for levee areas, and seasonal work restrictions - Contractor responsible for installation, care, and protection of owner-supplied gates and actuators - Economic Sustainability Plan (ESP) submission required; optional apprenticeship incentive program - Bid bond and surety requirements (licensed in Nebraska and listed on U.S. Treasury Circular 570) - Complex coordination with multiple agencies (USACE, Papio NRD, etc.) - Multiple allowances for environmental, dewatering, bypass pumping, and traffic control - Period of Performance: - Anticipated Notice to Proceed after bid award - Substantial completion for key sites within 180-210 days of NTP; overall project duration up to 1,370 calendar days (approx. 3.75 years) - Seasonal and phased work restrictions apply

Description

The City of Omaha is requesting bids for the rehabilitation of the Papillion Creek Sanitary Sewer Interceptor. The work includes constructing storm penetrations of a gravity interceptor sewer, rehabilitation of manholes and structures, and all other work required by the contract documents. The project has a Small & Emerging Small Business (SEB) reserve for ESB and SB Tier 1 & 2 categories for 2.5% of the total bid across all schedules (A through I). The project requires submission of an Economic Sustainability Plan (ESP) and verification of a Class A or B City of Bellevue, Nebraska General Contractor's License at the time of bid. The anticipated notice to proceed date is December 1, 2026.
