The City of Columbia is seeking information from qualified vendors regarding current and emerging Parking Management Systems, technologies, equipment, software, and related professional services. The project involves modernizing the City's parking infrastructure, including nine structured parking decks and surface lots, to improve operational efficiency, customer experience, and support future growth. The City intends to replace aging Parking Access and Revenue Control Systems (PARCS) equipment and expand gated operations to all in-scope decks. The modernization effort includes evaluating technologies such as License Plate Recognition (LPR), parking enforcement cameras, citation issuance equipment, and integration with existing platforms like Passport, T2, ParkHub, Can/Am Teller Cashiering, and Genetec Security Center. The City is also interested in cloud-hosted solutions and prefers to utilize Elavon for credit card processing.
