This opportunity seeks qualified providers for athletic trainer support services for the US Army in Europe and Italy. - Government Buyer: - U.S. Army (USAREUR), Medical Acquisition Support Office (MASO), US Army Health Contracting Activity (MRCO-W) - Services Requested: - Eighteen (18) certified Athletic Trainers (ATs) - Six (6) Lead Athletic Trainers - All personnel must meet Department of Defense (DoD) and Defense Health Agency (DHA) credentialing standards - Services delivered across six Brigades and five military installations: Vilseck, Sembach, Baumholder, Grafenwohr, and Vicenza - Embedded athletic training services including forward musculoskeletal care, injury prevention, education, reconditioning, and data reporting - Personnel must have CAATE-accredited degrees, BOC certification, state licensure, and be physically capable of carrying 45 lbs - Unique/Notable Requirements: - Distribution of trainers across multiple European locations - Compliance with FM 7-22 Holistic Health and Fitness (H2F) System - 60-day phase-in period, followed by a 10-month base period and four 12-month option years - No specific OEMs or vendors are named; this is a service-based requirement - Capability statements requested from interested parties

Description

The Medical Acquisition Support Office (MASO) is issuing this Sources Sought Notice on behalf of USAREUR to find potential sources to provide Athletic Trainer (AT) Support Services.

This is a follow on W81K04-21-C-0009 awarded to Cognito Systems LLC.

The Contractor shall provide  eighteen (18)  full-time equivalent (FTE) certified Athletic Trainers (ATs) and  six (6) Lead Athletic Trainers (Lead ATs) who meet all Department of Defense (DoD) and Defense Health Agency (DHA) credentialing standards to support six (6) Brigades (5) military installations.

Contractor personnel shall provide embedded athletic training services across six (6) Brigades and distributed across five (5) military installations:

Installation Cluster 1 (Vilseck, Germany): V Corps, 2 Cavalry Regiment.

Installation Cluster 2 (Sembach, Germany): 21st Theater SUS CMD, 30 MED BDE.

Installation Cluster 3 (Baumholder, Germany): 21st Theater SUS CMD, 16 SUS BDE

Installation Cluster 4 (Grafenwohr, Germany): V Corps, 41 FAB.

Installation Cluster 5 (Grafenwohr, Germany): 21st Theater SUS CMD, 18 MP BDE.

Installation Cluster 6 (Vicenza, Italy): 173 ABN BDE.

THIS IS NOT A SOLICITATION ANNOUNCEMENT – This is a Sources Sought Notice and is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future.  Solicitations are not available at this time and requests for a solicitation will not receive a response.  This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever.  All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government.  Not responding to this Sources Sought Notice does not preclude participation in any future Request for Quote (RFQ), should one be issued.  It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

The Government will use responses to this notice in formulating its acquisition strategy. If the Government does not receive sufficient information in response to this notice to verify the potential for competition exists, it is possible that a sole-source contract, supported by a Justification and Approval document, will be issued to support the Government's requirement.  MRCO-W is seeking the following information (please answer paragraphs below with your response):

Company name, Unique Entity ID, CAGE code, and point of contact information (including phone number and email address), and socio-economic category(ies) as related to 611430Professional and Management Development Training, such as 8(a), HUBZone, Women-Owned, Service-Disabled Veteran-Owned, Small, or Other-than-Small. Capability Statement (limited to ten pages), describing how your company meets the below objectives additional proof (such as product literature and locations where a system is currently installed) where appropriate:

      3    Athletic Trainers personal services, starting 12 May 2027 – 11 May 2028 with  four years options.
