This source's sought notice is for planning purposes only. All information contained herein is preliminary and subject to changes and/or cancellation at the discretion of the Government. Interested vendors shall respond to this notice voluntarily, and at no cost to the Government. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision-making and will not be disclosed outside of the Government. Based upon information received in response to this Sources Sought Notice the Government shall decide on a procurement strategy, which shall include the type of small business set-aside, if appropriate. The eventual procurement strategy and set-aside, if appropriate, is solely within the discretion of the Government.

The applicable North American Industry Classification System (NAICS) Code is 238210, Commercial and Institutional Building Construction, and the small business size standard is $19M.

Description of Services Triennial Circuit Breaker and Feeder Testing. Location: VA Reno Health Care System (VARHCS), Reno, NV.

The Department of Veterans Affairs, Sierra Nevada Health Care System, Reno, NV has a requirement for Triennial Circuit Breaker and Feeder Testing per ANSI/NETA MTS. Contractor shall furnish all labor, materials, equipment, supervision and testing for the complete testing of Medium Voltage oil-cooled switches, liquid-filled and air-cooled transformers, low and medium voltage circuit breakers (225A 3-pole and above), and feeder cables. Work includes Very Low Frequency (VLF) testing of MV cables, torqueing and meggering of connections, functional testing/exercising of breakers, standard and infrared photography of electrical equipment, site visits of all MV vaults, overcurrent protective device coordination study with updated single-line diagrams, and arc flash hazard analysis with new labels for the entire campus. Testing shall be performed during off-hours (6PM-6AM and weekends), and photography during normal hours. Final report, photos, studies in PDF/CAD, and cost estimates for deficiencies and full MV cable replacement are required within 7 days of completion.

Period of Performance (POP) Period of Performance: 60-90 days after NTP.
