The City of Lewiston's Economic and Community Development Lead Program is seeking proposals for comprehensive lead abatement services at 6 Davis Street. - Government Buyer: - City of Lewiston, Economic and Community Development, Purchasing Agent Office - Scope of Work: - Complete paint removal, encapsulation, enclosure, and/or whole component removal of lead-based paint hazards across multiple apartments - Replacement of windows and doors with Energy Star-compliant products - Installation of new handrails meeting safety specifications - Permitting and compliance with federal, state, and local regulations (HUD, EPA RRP, Maine DEP, Davis-Bacon Act) - HEPA wet washing and dust clearance sampling to meet HUD Lead Dust clearance standards - Products Requested: - Vinyl double hung windows (U-Value .28 or less, 1 over 1 sashes) - Steel entry doors (Stanley K4, Brosco BE-89, Therma True style 204, or approved equal) - Vinyl basement hopper windows (U-Value .28 or less) - Handrails (continuous graspable design) - Services Requested: - Lead abatement, permitting, compliance, and environmental safety reporting - Unique Requirements: - All windows and doors must be Energy Star certified - Contractors must be licensed and comply with HUD, EPA, and Maine DEP standards - Mandatory onsite pre-bid meeting for all bidders - Final abatement reports required within 30 days of project completion - No specific OEMs are mandated; approved equals are permitted for windows and doors.

Description

The City of Lewiston is accepting sealed proposals for lead abatement at 6 Davis Street. The scope includes complete paint removal, encapsulation, enclosure, and/or whole component removal of lead-based paint hazards as identified in the lead-based paint inspection report. The project also involves incidental work necessary to complete the project as outlined or implied in the Design Specifications. A mandatory pre-bid meeting will be held onsite on October 6, 2026, at 9:00 AM. Proposals must be submitted sealed to the Deputy Director of Budget & Purchasing at City Hall by October 13, 2026, at 2:00 PM.
