Military Sealift Command Norfolk is seeking proposals for an 85-day dry cargo time charter to support worldwide military resupply and prepositioning operations. - Government Buyer: - Department of the Navy, Military Sealift Command (MSC), Strategic Sealift Program Support Office (N103A) - Contracting office located at Naval Station Norfolk, VA - Vessel Requirements: - One U.S. or foreign flag, ice class, self-sustaining Lift-On/Lift-Off (LO/LO) breakbulk vessel - Minimum capacity: 750 TEUs (average container weight 30,000 lbs) - Minimum 50 reefer plugs (230V/60HZ/3 PHASE) - Two cranes with 100 MT lifting capacity each - 20-foot and 40-foot ISO container spreader bars - Maximum vessel length: 180 meters; laden draft ≤9.7 meters - Minimum speed: 15 knots laden; minimum range: 10,000 nautical miles unrefueled - IMO Polar Code Classification C and MARPOL compliance - Fully bunkered with Marine Gas Oil (MGO); fuel pricing set at $1,188.68/MT - All certifications must be current for charter duration - Services Requested: - Supercargo and onboard technician services - Minimum three supercargo: one NSF refrigeration technician (sponsor-provided), one crane technician (owner/offeror provided), one ice pilot (owner/offeror provided) - Ice pilot required at Port Lyttleton, New Zealand; crane technician required at McMurdo Station port call - Force protection measures: up to 12 armed personnel may be required - Government inspection rights, readiness/off-hire provisions, and reporting per COMSCINST 3121.9 - Fuel consumption reporting/testing - Reimbursable shipment coordination for DRAKE c-UAS system (if requested) - Notable Requirements: - Vessel must be ice class and self-sustaining for cargo handling - Capable of transporting hazardous cargo, explosives, ammunition, vehicles, and containers - Total small business set-aside under NAICS 483111 - Option periods may be exercised at the Charterer’s sole discretion
