This opportunity seeks contractor support for the US-UK Enhanced Cooperation on Carrier Operations and Maritime Power Projection, led by the United States Fleet Forces Command and NAVSUP Fleet Logistics Center Norfolk. - Government Buyer: - United States Fleet Forces Command (USFFC) - NAVSUP Fleet Logistics Center Norfolk - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments - Services Requested: - Two full-time equivalent contractor personnel: - Senior Support Contractor: Provides leadership, strategic advice, coordination, and integration for US-UK maritime interoperability efforts, supporting working groups and senior leadership - Requires Top Secret/Sensitive Compartmented Information (TS/SCI) clearance with Special Access Program (SAP) eligibility for F-35 program - Administrative Support Contractor: Provides administrative and logistical support, including meeting coordination, recordkeeping, action tracking, and document management - Requires Secret clearance - Analysis of US-UK maritime interoperability issues, identification of barriers, and development of recommendations to achieve interoperability and interchangeability goals for senior leadership across DoD, MOD, USN, USMC, RN, and RAF - Unique or Notable Requirements: - Contractor personnel must hold high-level security clearances (TS/SCI with SAP for F-35, and Secret) - Support includes planning for UK Queen Elizabeth Class carrier deployments and managing secure data repositories - Focus on enabling interoperability and interchangeability between US and UK carrier strike forces - Contract Details: - Anticipated as Firm-Fixed Price - NAICS code: 541330 (Engineering Services) - Period of performance includes a base year, four option years, and an additional six-month option period

Request for Information (RFI)/Sources Sought Notice:  This is a Request for Information (RFI)/Sources Sought Notice. It constitutes neither a Request for Proposal nor an Invitation for Bid. It does not restrict the Government to an ultimate acquisition approach. This RFI/Sources Sought Notice IS NOT A SOLICITATION or an expression of intent to issue a solicitation of any kind in the future. It should not be construed as a commitment by the Government for any purpose other than to gain the information requested. Interested parties are encouraged to respond to this RFI/Sources Sought Notice. The Government will not pay for information, materials, and/or demonstrations received in response and is in no way obligated to respondents by or for any information received.    BACKGROUND, SCOPE, AND CAPABILITY REQUIREMENTS:  The purpose of this effort is to provide direct support to the United States–United Kingdom (US-UK) Enhanced Cooperation on Carrier Operations and Maritime Power Projection efforts; this includes providing analysis on US-UK maritime interoperability issues, barriers for resolution, and themes to achieve interoperability-to-interchangeability goals to senior DoD, MOD, USN, USMC, RN, and RAF leadership. Additional information regarding the effort can be reviewed in the Performance Work Statement.

The anticipated contract type is a Firm-Fixed Price.

The anticipated period of performance is as follows:

Base Period:          01 December 2027 to 30 November 2028 Option Period 1:    01 December 2028 to 30 November 2029 Option Period 2:    01 December 2029 to 30 November 2030 Option Period 3:    01 December 2030 to 30 November 2031 Option Period 4:    01 December 2031 to 30 November 2032 Option 52.217-8:   01 December 2032 to 31 May 2033   The applicable NAICS code for the subject requirement is 541330-- Engineering Services, Size Standard is $25.5 Million Dollars and PSC code is R425-Support-Professional: Engineering/Technical. Again, THIS IS NOT A REQUEST FOR PROPOSAL/REQUEST FOR QUOTE. This is a market research tool. The input provided will help the United States Navy ascertain the interest, capability, and capacity of potential businesses both small and large. If you are an interested business, FLCN would appreciate your assistance in providing a Statement of Capabilities to include the following:
