This opportunity is for Stevedoring and Related Terminal Services (S&RTS) in Oman, supporting U.S. Government cargo operations at multiple ports and airbases. - Government Buyer: - U.S. Army Transportation Command (ARTRANS), 831st Transportation Battalion - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Products/Services Requested: - Stevedoring and longshoring labor for cargo handling at Salalah, Duqm, Sohar, Thumrait Royal Airbase, and Duqm International Airfield - Contractor Furnished Equipment (CFE) and Material Handling Equipment (MHE), including cranes (up to 250-ton), forklifts, ramps, spanner plates, and maintenance vehicles - Hazardous material handling and certification, including ammunition and explosives - Security services and equipment (container security walls, fencing, light towers, security personnel) - Warehousing (short and long-term, secured) - Carpentry for cargo securing - Trash disposal and recycling services - Fueling and defueling for military vehicles - Customs brokerage and documentation, including after-hours support - Tallying, checking, and RFID tagging of cargo - Contact maintenance for military vehicles - Emergency response and spill contingency - Safety and security training for contractor personnel - Port facility support (temporary offices, latrines, hand washing stations, copier machines) - Unique/Notable Requirements: - 24/7 operations with qualified personnel and equipment - Compliance with safety, security, and environmental regulations - Handling of hazardous materials and emergency response capability - Coordination with Oman Customs and U.S. Embassy - All tasks must follow the Performance Work Statement (PWS) and commodity rates per the Schedule of Rates (SOR)

Description

Provide Stevedoring and Related Terminal Services (S&RTS) handling the import and export of designated USG cargo throughout the Sultanate of Oman that includes the seaports of Duqm, Salalah, and Sohar, Thumrait Royal Airbase, Duqm International Airfield, and any other designated location within Oman. The contractor shall provide facility support, cargo security, customs clearance documentation and processing cargo from its reception by air/vessel to its disposition by inland transportation to/from all nodes as designated by the Contracting Officer (CO) or their appointed Contracting Officer’s Representative (COR). The contractor shall complete all tasks as outlined in the PWS. The contractor is required to perform all requirements for this contract for which the USG will compensate the contractor at the applicable commodity rate, according to the designated Schedule of Rates (SOR).
