NASA Sole Source Prototyping and Commercialization Services for Patented Technologies

This notice announces NASA's intent to award a sole source contract for prototyping and commercialization services related to NASA technologies. - NASA Shared Services Center (NSSC) is the procuring agency, acting on behalf of NASA's Research and Technology Mission Directorate (RTMD), Technology Transfer (T2) program. - The contract is intended for the prototyping of 5-7 patented NASA technologies, with the goal of developing minimally viable demonstration models to support commercialization and student engagement. - The contractor will be responsible for: - Providing all materials, project supplies, and equipment - Recruiting, training, and managing student teams - Delivering working prototypes with supporting documentation - Conducting regular progress meetings and providing 30 days of post-delivery support - Conducting formal presentations and training for NASA personnel - The period of performance is one year, from October 1, 2026, to September 30, 2027. - NASA intends to award this contract on a sole source basis to NY Institute of Technology, identified as the only capable provider. - The NAICS code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences). - NASA is requesting capability statements from other organizations to determine if competition is possible. - No specific products or part numbers are listed; the procurement is focused on specialized prototyping services.

Synopsis:

VENDORS MUST REFERENCE THE NOTICE ID WHEN SUBMITTING A CAPABILITY STATEMENT.

NASA/NSSC has a requirement for PROTOTYPING FOR TECHNOLOGY TRANSFER. 

NASA/NSSC intends to issue a sole source contract to NY INSTITUTE OF TECHNOLOGY. under the authority of FAR 12.102(a). It has been determined that NY INSTITUTE OF TECHNOLOGY is the sole provider of PROTOTYPING FOR TECHNOLOGY TRANSFER AND COMMERCIALIZATION OF NASA TECHNOLOGIES

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Headquarters (HQ).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 13 for Non-Commercial

The NAICS Code for this procurement is 541715.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. Central Standard Time on 9/29/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

NOTE:  Quotes received in response to this notice will NOT be considered and will not be evaluated by NASA’s Technical End User Team. We are currently only requesting Capability Statements.
