Description

1. Introduction

To support acquisition strategy development and assess commercial marketplace capabilities, the Federal Aviation Administration (FAA) is seeking interested sources capable of designing and constructing a finished pre-engineered metal storage garage at the Boise Air Traffic Control Tower (ATCT). This Market Survey is issued in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1 to solicit statements of interest and capabilities.

Estimated Project Value Range: $450,000.00 - $650,000.00

2. Project Description & Scope of Work

The Federal Aviation Administration (FAA), Mobile Asset Program, has a requirement to design and construct a finished pre-engineered metal storage garage (PEMB) at the Boise Air Traffic Control Tower (Gowen Field). The new facility will serve as an unstaffed equipment storage building to house and protect large mobile equipment trailers. Specific work items and technical parameters include:

Building Structure & Dimensions: Design, fabricate, deliver, and erect a 53'-0" W x 90'-0" L x 18'-0" Eave Height (5,208 sq. ft.) gable Pre-Engineered Metal Building (PEMB) capable of meeting 2018 International Building Code (IBC) standards and 115 mph wind speeds (Exposure C). Floor-to-ceiling interior clearance shall be not less than 14 feet above the floor slab. Slab & Substructure Foundation: Utilize the existing 53' x 90' concrete slab/ramp as the finished floor. Clean, pressure wash, and apply a high-grade clear penetrating concrete sealer (epoxy not required). Construct a new reinforced concrete perimeter foundation outside the footprint of the existing slab, consisting of 20 augered cylindrical piers (30" diameter x 6'-0" deep) spaced at 10'-0" O.C., a 3'-0" high perimeter concrete skirt/stem wall, and 4" concrete infill between the existing curb and new skirt wall. Building Access & Overhead Doors: Furnish and install two (2) 16'-2" W x 14'-1" H commercial insulated sectional roll-up doors (R-12.76 rating) on the east (53') facade with manual chain hoists, designed to accommodate large mobile asset trailers. Provide two (2) interior manual chain hoists for equipment handling. Install two (2) 3'-0" x 7'-0" hollow metal personnel egress doors with panic hardware (one on the east face between the roll-up doors, and one on the south face). Thermal Envelope & Environmental Controls: Install full R-11 roof and wall blanket insulation with white/reflective foil vapor retarder facing. Equip the facility with interior unit heating for freeze protection, passive/active exhaust ventilation fans with automated louvers, and complete perimeter joint caulking and elastomeric weather sealing. Electrical & Exterior Lighting: Install commercial LED exterior wall-pack luminaires above bay openings and access doors, connected to the adjacent facility overhead/underground electrical power feed. Civil & Asphalt Paving Work: Design and construct heavy-duty asphalt paving adjacent to the east bay doors to facilitate heavy trailer maneuvering into storage bays. Grade earthwork around the perimeter skirt wall for positive surface drainage away from the structure. Implement SWPPP measures during construction. (Sub-surface drainage piping, domestic water, and plumbing are explicitly excluded).

The anticipated performance schedule is ninety (90) calendar days / twelve (12) weeks from the issuance of the official Notice to Proceed (NTP). The award will be made under a firm-fixed-price (FFP) contract structure.

Responses to this Market Survey will be used to evaluate industry capabilities and may be used to establish a qualified vendors list for this procurement. Therefore, it is imperative that all interested companies submit all requested information. Companies that fail to provide the required documentation will not be considered further. This announcement shall not be construed as a commitment or promise by the Government to award a contract. The Government is not responsible for, nor will it reimburse, any costs incurred in the preparation or submission of responses. All submitted materials become Government property and will not be returned.

4. Capability Statement & Submission Requirements

Interested Small Business prime contractors holding an active SAM.gov registration under NAICS 236220 or 236210 are invited to submit a Capability Statement demonstrating experience with similar federal aviation or industrial Pre-Engineered Metal Building (PEMB) projects. Submissions must include:

Company Profile: CAGE Code, Unique Entity ID (UEI), and applicable socio-economic certification documentation (e.g., 8(a), HUBZone, WOSB/EDWOSB, SDVOSB). Technical Experience: Demonstrated experience in commercial/industrial PEMB fabrication, foundation augering, and asphalt civil paving within the past five (5) years. Past Performance: References for at least three (3) relevant federal or commercial projects of similar scope and magnitude ($250k–$500k). Key Personnel: Brief qualifications and resumes for the Project Manager, On-Site Superintendent, Quality Control Manager, and Safety Manager. Bonding Capacity: Confirmation letter from an approved Treasury-listed Surety establishing a minimum bonding capacity of $500,000 (single project and aggregate). Proof of Insurability: Letter or certificate from an insurer licensed/authorized to do business in the State of Idaho demonstrating the ability to obtain required coverage (General Liability, Workers' Compensation, etc.).
