Napa County Health and Human Services Agency – Behavioral Health Division (HHSA-BH) is seeking qualified vendors to operate the Behavioral Health Treatment Center (BHTC), a residential facility for adult Medi-Cal beneficiaries with acute or severe substance use and/or co-occurring mental health needs. - Government Buyer: - Napa County Health and Human Services Agency – Behavioral Health Division - Facilities and Services Requested: - Operation of three distinct programs: - Sobering Center (5 beds): 24/7 care for adults with acute intoxication, including medical screening, hydration, referral, and transportation - Substance Use Residential Treatment (48 beds) and Withdrawal Management (10 beds): Comprehensive residential treatment, withdrawal management, assessments, counseling, medication, and discharge planning - LPS SB43 Mental Health Rehabilitation Center (7 beds): 24/7 assessment, crisis intervention, therapy, and care coordination for adults with co-occurring disorders or severe SUD - Unique or Notable Requirements: - Full operational control, including staffing, program delivery, and regulatory compliance - Bilingual staffing and 24/7 coverage required - Compliance with ASAM, DHCS, LPS, ADA/Section 508, and other state/federal regulations - Coordination of care within BHTC and with external programs - County prefers a single contract for all facilities but may award up to two contracts - No specific OEMs or vendors are named in the solicitation - Estimated contract value capped at $10,000,000 for the contract period

Napa County Health and Human Services Agency – Behavioral Health Division (HHSA-BH) is seeking proposals to operate the HHSA Behavioral Health Treatment Center (BHTC), a residential behavioral health treatment center for adult Medi-Cal beneficiaries with acute or severe substance use and/or co-occurring mental health and substance use needs. The center includes three facilities: a Sobering Center with 5 beds, Substance Use Residential Treatment with 48 beds and Withdrawal Management with 10 beds, and an LPS designated SB 43 Mental Health Rehabilitation Center with 7 beds. The County aims to award up to two contracts, preferably to a single contractor capable of operating all three facilities to maximize operational efficiencies and coordinated care. The contract duration is through June 30, 2030, with a funding cap of $10,000,000 and services starting March 1, 2027.
