Citywide Standby Emergency Debris Management and Removal Services

The City of Raleigh is seeking qualified firms to provide citywide standby emergency debris management and removal services to be activated following hurricanes, severe storms, floods, tornadoes, or other disaster events. - Government Buyer: - City of Raleigh, Procurement Division (Kasandra Davis, Procurement Supervisor) - Scope of Services: - Comprehensive debris removal, hauling, processing, and lawful disposal of vegetative and non-vegetative debris - Hazardous tree and limb removal, including hazardous hangers and downed trees - Stump grinding and extraction, including partially uprooted stumps - Debris management site operation, including identification, management, and processing (grinding, loading, hauling) - Specialized work in cemeteries and utility easements, with protection of gravesites and monuments - Removal of mixed debris (construction and demolition materials, white goods, electronic waste) - Debris removal from water bodies (streams, wetlands, ponds, lakes) in compliance with environmental regulations - Maintenance of haul roads and work areas for safe equipment movement - Sale of ground vegetative debris with proper documentation and City credit - Pricing: - Detailed unit pricing for various debris types, tree work, and equipment/personnel hourly rates - Notable Requirements: - Compliance with FEMA Public Assistance eligibility and federal funding requirements - Adherence to environmental regulations for all debris removal and disposal activities - No electronic bid submissions permitted - OEMs and Vendors: - No specific OEMs or product manufacturers are named in the solicitation; the procurement is for services, not branded equipment.

The City of Raleigh is seeking proposals from qualified firms to provide Citywide Standby Emergency Debris Management and Removal Services. These services may be activated following hurricanes, severe storms, floods, tornadoes, or other emergency or disaster events. The scope includes debris removal, hauling, processing, disposal, hazardous tree and hanger removal, and other related debris management services as authorized by the City. Electronic bids are not permitted for this solicitation, and submissions must follow the instructions outlined in the attachments.
