Sole-Source Contract for TEMPO Extended Host Operations Services

NASA Langley Research Center is pursuing a sole-source contract for extended host commercial services supporting the Tropospheric Emissions: Monitoring of Pollution (TEMPO) Mission. - Government Buyer: - National Aeronautics and Space Administration (NASA) - Langley Research Center - OEM/Vendor: - SES Space and Defense, Inc. (sole operator of the IS-40e satellite and ground stations) - Services Requested: - Extended host commercial services for TEMPO Mission - Operating the IS-40e geostationary spacecraft at 91W longitude - Supporting power, thermal, and data interfaces with the TEMPO Instrument - Passing commands to the TEMPO Instrument - Relaying scientific and housekeeping data to government data processing facilities - Monitoring spacecraft health and status to ensure safety during anomalies - Contract Details: - Base period: 7.5 months - Five option periods: up to 52.5 additional months plus 4.5 months for decommissioning and closeout - Total potential contract duration: up to five years - Base contract value: $874,191 - Option periods value: $7,383,114 - Unique Requirements: - Sole-source justification: SES is the only qualified operator of the host satellite and ground stations required for TEMPO operations

Description

The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements, based on the justification outlined in the attached.
