This opportunity is for the reconstruction and improvement of the Grand Loop Road from Norris to Golden Gate in Yellowstone National Park, led by the National Park Service. - Government Buyer: - U.S. Department of the Interior, National Park Service, Yellowstone National Park - Scope of Work: - Roadway reconstruction (19,600 linear feet) - Clearing and grubbing (14.8 acres) - Removal of structures and obstructions (138 each) - Excavation and embankment (18,030 cubic yards) - Controlled rock blasting (85,150 cubic yards) - Asphalt paving (9,530 tons) - Construction of retaining walls, stone masonry, reinforced soil slopes, and mechanized earth walls - Utility relocation, waterline construction, and boardwalk installation - Parking area improvements, sidewalk and curb construction, and landscaping - Installation of permanent and temporary traffic control devices, signage, and pavement markings - Additional infrastructure: concrete box culvert, stone masonry guardwalls, log and stone curbs, recycled aggregate base, fiber rolls, silt fences, drop inlet protection, metal and concrete pipe culverts, energy dissipators, stone and log fences, pedestrian handrails, vault toilets, electric vehicle charging stations, and pedestrian boardwalks - Products/Services Requested: - No specific OEMs or part numbers are listed; procurement covers a wide range of civil construction materials and services - Notable items include precast concrete box culvert (12' x 8'), electric vehicle charging stations (4 units, 240V, 80A, Level 2 dual), and micropiles for boardwalk foundations - Unique Requirements: - Multi-phase construction with detailed erosion control, slope stabilization, and accessibility features - Removal and replacement of existing utilities and signage - Temporary and permanent traffic management systems - Estimated Contract Value: - $45,000,000 to $55,000,000 - Period of Performance: - Multi-year project, anticipated completion by Fall 2028, solicitation expected Winter 2026/2027

PROJECT: WY NP YELL 10(24), Grand Loop Road Norris to Golden Gate, Phase 3 

LOCATION:  0.4 miles SW of Mammoth, WY

WORK: The work consists of 4R roadway reconstruction, excavation, blasting, rock scaling, embankment, draining improvements, parking area improvements, roadside improvements, retaining wall construction, stone masonry, utility relocation, waterline construction, boardwalk construction, obliteration, base aggregate, asphalt paving, concrete curb and gutter, striping, and signage.  See “Project Description” posted under Attachments for additional details.

TENTATIVE COMPLETION DATE:  Fall 2028

CONTRACT TYPE: Firm-Fixed-Price Task Order Contract

ESTIMATED PRICE RANGE: Between $ 45,000,000   and $55,000,000 .
