Notice of Intent to Sole Source

The Department of Veterans Affairs, Network Contracting office 16 (NCO16), The Veterans Health Care System of Ozarks (VHSO), intends to award a sole source, firm-fixed-price FSS purchase order to include four (4) option years to SCRIPTPRO USA INC, 5828 REEDS ROAD, SHAWNEE MISSION, KS 66202-2740 for ScriptPro Robotic Prescription Dispensing Systems and Associated Equipment. The Veterans Health Care System of Ozarks (VHSO) currently owns and operates ScriptPro Robotic Prescription Dispensing Systems and associated equipment. The service contract requires an annual service agreement to include telephone support, remote support, and on-site remedial/preventive services.
The North American Industry Classification System (NAICS) code for this procurement is 339112-Surgical and Medical Instrument Manufacturing, with a size standard of 1,000 employees.

The Government intends to award this requirement to SCRIPTPRO USA INC, who is identified as the only responsible source capable: - Providing telephone support Monday-Friday 8am-5pm, CST; Technical and Clinical Applications. - Providing emergency repair on equipment when notified of corrective action need by Biomed Representative, with one business day on site response time. - Include coverage of parts, labor, and travel to complete corrective maintenance. - Providing Priority parts delivery, including overnight shipment. - Providing licenses and updates for software and Operating Systems (OS). - Providing database updates. - Providing interface maintenance.

This action is conducted in accordance with FAR 8.405 6(a)(1)(B). ScriptPro has been determined to be the only source capable of providing the required supplies and services at the necessary level of quality because the supplies and services are unique and highly specialized. ScriptPro s warranty is void if the equipment or software is installed or modified by any party not authorized in writing by ScriptPro.

This notice is not a request for competitive quotes. Interested parties who believe they can meet all requirements shall submit clear and convincing evidence, including documented proof, for Government review to determine whether competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of submissions or provide feedback regarding any information received. Supporting documentation must be furnished in sufficient detail to demonstrate the ability to fulfill all requirements.

Responses must be received no later than October 9, 2026, 0800 CST, demonstrating their ability to maintenance/updates, or modifications and upgrades to ScriptPro system(s) as well as maintain ScriptPro s warranty specifications; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses shall be submitted via email in Microsoft Word or PDF format to Contract Contacting Officer Diyonne Williams at Diyonne.Williams@va.gov. Telephone requests or inquiries will not be accepted. The Government will not pay for any information submitted as a result of this notice. This notice shall not be construed as an obligation on the part of the Government to acquire any products or services.
