The USDA Animal and Plant Health Inspection Service (APHIS) is seeking a cloud-based, no-code automation testing tool for use across APHIS and AMS systems. - Government Buyer: - United States Department of Agriculture (USDA) - Animal and Plant Health Inspection Service (APHIS) - Management, Reporting, and Program Budgeting Services (MRPBS) - OEMs and Vendors: - TestRigor (brand name specified as acceptable or equal) - Products/Services Requested: - Cloud-based, no-code automated testing tool for web, mobile, and API applications - Must support major browsers and operating systems - Hosted in a FedRAMP-authorized cloud environment - No local software installation required - Used for auto-creation of test scripts and automated functional, regression, and end-to-end testing - Five units (one per year: base year plus four option years) - Unique or Notable Requirements: - Tool must enable testers to create automated tests using plain English (no-code platform) - Supports both web-based and mobile applications - FedRAMP cloud hosting is mandatory - Set aside for economically disadvantaged women-owned small businesses and small businesses - Evaluation is lowest price technically acceptable, with full pricing required for all periods - Firm-fixed-price contract with possible six-month extension

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 12314426Q0310 is issued as a Request for Quotation (RFQ) for a Software Testing tools that provide a cloud-based, no-code testing platform that allows testers to create automated end‑to‑end tests using plain English.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 518210  The small business size standard is $40 million.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

Statement of Requirement

The purpose of this requirement is to acquire a commercially available, cloud‑based software testing tool to support automated functional, regression, and end‑to‑end testing activities across the agency’s web‑based and mobile software applications. The tool must enhance testing efficiency, reduce manual workload, and improve software reliability.
