NATO Minor Construction Framework Contract for HQ SACT (Norfolk, VA)

This opportunity is a NATO solicitation for minor construction services at HQ SACT in Norfolk, VA. - Multiple-Award Framework Contract for minor construction and renovation services - Tasks include interior/exterior painting, flooring, drywall, minor demolition, plumbing/electrical, carpentry, and finishing works - Example project: Office renovation and glass wall construction (Work Order 26-24-02) - Maximum anticipated contract value is $1.5 million - Contractors must: - Be licensed in Virginia - Be headquartered in a NATO member nation - Provide qualified personnel who are NATO citizens - No specific OEMs or vendors are named - Partial bidding is not allowed - Proposals must be submitted directly to HQ SACT (not the Department of Commerce) - Site survey is available but not mandatory - Period of performance: Jan 1, 2027 – Dec 31, 2027, with four one-year option periods (through Dec 31, 2031)

Description

Headquarters, Supreme Allied Commander Transformation (HQ SACT) intends to establish a Multiple-Award Framework Contract for Construction Services. The Framework Contract will define the general terms and conditions applicable to future requirements. Specific projects will be executed via Firm-Fixed-Price Call-Off Contracts (COC) issued in accordance with the procedures set forth in the Framework.

Partial bidding is NOT authorized.  

In lieu of a bidder’s conference, HQ SACT invites bidders to a site survey that will be conducted on 07 October 2026 at HQ SACT, 7857 Blandy Rd, Suite 100, Norfolk, VA, 23551. Notify the Contracting Officers listed on this RFP of those members who are attending the site survey no later than 05 October 2026. Participation in the site survey is NOT mandatory to participate in the RFP and submit a proposal.

Prospective Bidders should seek clarification at their earliest convenience. Any explanation regarding the meaning or interpretation of this RFP, terms, clause, provision or specifications, shall be requested in writing, from the Contracting Officer. All Contracting Officers listed on this RFP must receive such requests via email for clarification no later than 09 October 2026.

Bids shall be received at HQ SACT, Purchasing and Contracting Office, no later than 26 October 2026, 0900 hours, Eastern Standard Time, Norfolk, Virginia, USA. No bids shall be accepted after this date and time. No hard copy proposals will be accepted. Please see the RFP for more details.
