Description
Overview of the Sources Sought Notice The U.S. Army Corps of Engineers, Seattle District (NWS), Special Projects Branch at Joint Base Lewis-McChord (JBLM), WA, has issued this Sources Sought notice for market research purposes. The responses to this notice will be used to develop the Acquisition Strategy for an upcoming Request For Proposal (RFP) to perform airfield electrical and pavement rehabilitation upgrades at the Moses Lake Auxiliary Field. This is not a pre-solicitation announcement, nor an RFP. No proposals are being requested or accepted with this Sources Sought, and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up requests. After review of the responses, and if the Government plans to proceed, a separate synopsis may be published on the SAM Contract Opportunities website. The purpose of this Sources Sought is to determine the availability, interest, and technical capability of qualified business concerns that demonstrate capabilities in meeting the project description below, and to receive feedback from industry experts regarding the feasibility of the schedule, staffing, and technical requirements. The proposed work is to be performed under the following North American Industry Classification (NAICS) code: 237310 — Highway, Street, and Bridge Construction. Both large and small business firms are encouraged to respond. If sufficient small business interest is demonstrated, the acquisition may be set aside for small businesses. A firm qualifies as small if its average gross revenue over the last 3 fiscal years does not exceed $45,000,000.00. For more information, visit SBA.gov. The following information is tentative and intended to give interested firms an idea of the anticipated work. The Government reserves the right to update this information as project planning progresses. The details below are current but may be superseded by future planning documentation or preliminary information published later. Overview of Anticipated Contract: The Seattle District Corps of Engineers, under FAR Part 36 procedures, anticipates issuing an RFP and awarding a contract for construction services to upgrade airfield electrical and pavement at Moses Lake Auxiliary Field. The estimated construction magnitude is over $10,000,000. Background & Scope of Work: The project involves the maintenance and rehabilitation of airfield pavements and electrical systems on Runway 09/27 and Taxiway Foxtrot at Moses Lake Auxiliary Field, located at Grant County International Airport (GCIA), WA. This airfield supports active U.S. Air Force tenant operations. Core Project Components: Pavement Rehabilitation: Demolition, grading, re-paving of Asphaltic Concrete (AC) and Portland Cement Concrete (PCC), crack repairs, joint sealing, and spall/patching repairs. Airfield Lighting Upgrades: Installation of new in-pavement light fixtures, augering light base locations, setting cans, pouring rapid-set concrete collars, laying new distribution paths, and pulling new #8 5kV conductors. Vault Equipment Upgrades: Overhaul of remote military operations runway vault equipment, including rigging and mounting new Constant Current Regulators (CCRs), installing Airfield Lighting Control and Monitoring System (ALCMS) panels, and integrating Pilot Controlled Lighting (PCL) systems. Schedule & Critical Phasing Constraints A key challenge is the execution schedule, which must minimize disruption to military and commercial operations: Airfield Closure Limit: Total closure window is restricted to a maximum of 60 calendar days between April 1 and September 30. Final cleanup and site turnover must be completed within this period. Phase 1 (West Taxiway F): Must be completed within a 14-21 day window to minimize closure of adjacent Runway 04/22. Phase 2 (East Taxiway F): Must be completed within a 14-21 day window to minimize closure of adjacent Runway 14L/32R. Standard Working Hours: Monday through Friday, 7:00 a.m. to 4:00 p.m., with 24/7 operations and overtime authorized upon pre-approval. Proposed 58-Day Electrical Milestones The Government has developed a tentative 58-day electrical schedule within the 60-day closure window: Phase 1: Demo & Make-Safe (6 Days): Isolate circuits, remove fixtures, demolish legacy vault equipment. Phase 2: Trenching & Ductbanks (9 Days): Trench, lay conduit, and pour localized concrete encasements. Phase 3: Vault Equipment Install (10 Days, concurrent with Phase 2): Mount new CCRs, install ALCMS panels, prepare terminal blocks. Phase 4: Pull Cans & Cabling (10 Days): Set pull cans, pull conductors. Phase 5: In-Pavement Fixtures (8 Days): Auger light bases, set cans, pour concrete collars. Phase 6: Joint Sealing & Testing (5 Days): Seal joints, perform Megger testing. Phase 7: System Commissioning (4 Days): Integrate systems, perform burn-in testing, final turnover. Standard Government Crew Estimates The schedule assumes deployment of three dedicated crews: Crew A: Airfield Electrical (6 Personnel): Foreperson, 2 Journeymen, 2 Laborers, 1 Equipment Operator. Crew B: Vault & Controls (3 Personnel): Lead Controls Electrician, Labor, Testing Tech. Crew C: Concrete/Civil (4 Personnel): Batch Plant Operator, Equipment Operator, 2 Concrete Finishers. A complete Statement of Work (SOW) will be issued with the RFP. Submission Requirements Responses should be limited to 5 pages and include: Company name, address, point of contact, phone, email, and small business classification under NAICS 237310. A capabilities narrative demonstrating ability to meet contract requirements, including relevant experience and expertise. Statement of Capability with up to 3 project examples, indicating whether work was done as prime or subcontractor, with project details. Feasibility and Feedback Questionnaire Industry feedback is sought on schedule, staffing, and technical feasibility. Please answer: 60-Day Window: Is this realistic? What are schedule risks? Paving and Electrical: Should these be combined or separate contracts? Pros and cons? Responses should be sent via email to Mr. Robert Blair at robert.j.blair@usace.army.mil. No phone calls accepted.
