The U.S. Fish and Wildlife Service is seeking a contractor to provide planted tree maintenance and fuels reduction services at the Upper Mississippi River National Wildlife and Fish Refuge. - Government Buyer: - U.S. Fish and Wildlife Service (FWS) - Upper Mississippi River National Wildlife and Fish Refuge, Winona District - FWS SAT Team 2, Falls Church VA - Services Requested: - Maintenance of up to 940 planted seedlings across multiple sites (Huber Unit, Black River Bottoms, Trempealeau NWR River Bottoms, Nelson Field 1 & 2) - Herbicide application (aquatic glyphosate) for vegetation control and fuels reduction - Tree tube and stake maintenance, including repositioning, replacement, and removal from dead seedlings - Vegetation removal as needed - Products Provided by Government: - Replacement tree tubes, stakes, and zip ties - Notable Requirements: - Contractor must possess a Wisconsin Pesticide Applicators License - Spot application of herbicide only; no broadcast spraying - Mechanical control allowed only after consultation with Refuge staff - Dead seedling counts must be reported - Quantities: - Huber Unit: up to 400 seedlings - Black River Bottoms: up to 300 seedlings - Trempealeau NWR River Bottoms: up to 100 seedlings - Nelson Field 1: up to 80 seedlings - Nelson Field 2: up to 60 seedlings - Evaluation Criteria: - Technical approach, experience, past performance, and price - No specific OEMs or commercial vendors are named; herbicide must be Refuge-approved aquatic glyphosate.
