Sniper CATP2 System Sustainment, Support, and Enhancement – Sole Source to Lockheed Martin

This opportunity involves the U.S. Air Force Life Cycle Management Center's procurement for the sustainment, support, and enhancement of the Sniper Comprehensive Advanced Targeting Pod (CATP2) system, with Lockheed Martin as the sole-source OEM. - Government Buyer: - U.S. Air Force Life Cycle Management Center (AFLCMC), Electronic Systems, WNY office, and Department of Defense (DOD), 406 SCMS/GULAA - OEMs and Vendors: - Lockheed Martin Corporation (sole-source OEM for Sniper CATP2) - Products Requested: - Sniper Targeting Pods and variants (ATP, ATP-SE, ATP-D) with part numbers: 77420000-059, 77422000-009, 77422000-109 - Specialized military equipment and components (e.g., fixtures, test sets, laptops, crimpers, digital data recorders, oscilloscopes, power supply modules, pod containers, Sniper Pod AAQ-33, AAQ-33/CRATE) with detailed part numbers and single-unit quantities - Services Requested: - Comprehensive sustainment services: management, engineering, production, integration, configuration management, testing, hardware/software upgrades, logistics, depot and field maintenance, software sustainment, cybersecurity, training, deficiency reporting, obsolescence management, and site activation (CONUS/OCONUS) - Technical data deliverables: test plans, manuals, cybersecurity plans, corrective action plans, training materials, software vulnerability assessments, engineering change proposals, supply chain risk management plans, and other program management reports - Transportation services for Foreign Military Sales, including constant surveillance shipping and compliance with DOD guidelines for classified material - Unique/Notable Requirements: - Minimum 90% fleet availability and 428-hour mean time between maintenance events - Foreign participation excluded at the prime contract level - All services and products must comply with AS9100 quality standards - Place of performance includes Robins Air Force Base, GA, and contractor/subcontractor facilities - Extensive technical documentation and data item submissions required throughout contract period - Obsolescence management and mitigation for diminishing manufacturing sources - Classified material handling and coordination with DCMA Transportation Officer for shipping - Period of Performance: - Five-year base contract with two one-year option periods, plus varied submission frequencies for technical data deliverables and ongoing sustainment services

Description

This solicitation is issued with the intent of awarding Sniper CATP2 Option Years 6 & 7. The contractor shall provide efforts required for the management, engineering, production, fabrication, integration, Configuration Management (CM), test, test support, hardware and software upgrades, resolution of Diminishing Manufacturing Sources (DMS), and logistics support of the Sniper system to ensure a system availability rate and reliability Mean Time Between Maintenance Events (MTBME). The Contractor shall adhere to Contractor Quality System; ensuring it is an integral and integrated part of the Contractor's complete management system. 

The contract period of performance will be for two one-year options, and the Government intends to negotiate and award sole source to Lockheed Martin Corporation (CAGE 04939), 5600 West Sand Lake Road, Orlando FL 32819, in accordance with Revolutionary Far Overhaul (RFO) 6.103-1. All responsible sources may submit a capability statement of proposal, which shall be reviewed by the U.S. Government. A determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. 

In accordance with Air Force Instruction (AFI) 16-201, foreign participation is not permitted at the prime contract level.

Place of performance will be at Robins Air Force Base, GA, or at contractor or subcontractor facilities.

The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious Contractor concern, issues, disagreements, and recommendations to appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
