Tarrant County Solicits Hazardous Materials Emergency Response, Remediation, and Disposal Services

Tarrant County is seeking qualified vendors for an annual contract to provide hazardous materials emergency response, remediation, and waste disposal services. - Scope of Services: - Emergency and non-emergency clean-up, remediation, and disposal of hazardous and non-hazardous materials (oil, gas, chemicals, acids, automobile fluids, batteries, filters, gasoline, oils, pesticides, paints, solvents, thinners, contaminated soil, and absorbents) - Services required for spills on county property or right of way - Includes material testing, removal, transport, disposal at permitted facilities, post-remediation testing, and site restoration - Vendors must provide all necessary labor, equipment (e.g., PPE, shovels, steel drums, skid steer loader, mini excavator), and supplies - Compliance & Documentation: - Must comply with all federal, state, and local regulations (OSHA, EPA, TCEQ) - Criminal background checks required for personnel accessing county data or secure facilities - Strict information security requirements for hosted/cloud IT solutions (data residency in contiguous U.S., breach notification within 48 hours, audit rights) - Vendors responsible for all permits, licenses, and hazardous waste manifests - Documentation required: test results, proof of disposal, and manifests - Pricing & Contract Structure: - Pricing submitted via current price list; adjustments only at renewal and capped at 5% - Initial contract term is 12 months, with two optional 12-month renewals - Unique Requirements: - Rapid mobilization for emergency response - Comprehensive safety record evaluation - Ability to add or delete services as needed - No specific OEMs or vendors named; open to all qualified providers - HUB participation encouraged but not mandatory; prevailing wage rates not required
