Sources Sought Announcement This is a Sources Sought announcement to be used for preliminary market research purposes only. No quotations are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR QUOTATIONS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made by the Government for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this sources sought is to gain knowledge of interest, capabilities, and qualifications of all vendors, public and private institutions, members of 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB), and Indian Small Business Economic Enterprises (ISBEE) to compete and perform a Firm Fixed Price Purchase Order. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in VetBiz database if applicable (VetBiz registration is required for Service-Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses). Contractors may obtain SAM information at https://sam.gov/content/home. To be eligible for award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no contract can be awarded to any offeror not registered in SAM.gov. Interested parties should issue verification of size standard, Capability Statement showing the ability to perform the Statement of Work. Statement of Work: Window Washing General: Furnish all labor, supervision, materials, and equipment necessary to accomplish complete window washing services as described herein that identify the buildings and the estimated number of windows and screens that require cleaning. A site visit is recommended since some windows require ladders/lifting devices to be cleaned. The contractor will be required to replace any window units or fixtures damaged during accomplishment of contracted services. The contractor is also required to submit a safety plan to the Safety Service. Location: VA Bedford Heath Care Services (HCS) 200 Springs Road Bedford, MA 01730 Work Hours: Normal Work Hours: The service schedule will be developed between the contractor and Contracting Officer's Representative (COR) prior to any service being performed. National Holidays: The eleven holidays observed by the Federal Government are: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day, and any other day specifically declared by the President of the United States to be a national holiday. Specifications: Removing and cleaning screens Adjusting/Moving double windows to access both sets—Note some windows require tools to open and close. Cleaning windows (inside and out) Cleaning frames, sills, and sashes (inside and out) Replacing screens after cleaning—note some screens are screwed in and tools will be required to remove and replace them. Safety Plan: Fall Protection Plan, Ladder Safety Program All cleaning tasks shall meet the following standards: Remove all paint, dirt, soil, and other substances from the windows. Screens removed for cleaning must be replaced and securely fastened. Some screens may be attached by screws requiring tools to remove. All damages caused by contractor personnel will be repaired to the previous condition at the contractor’s expense. Contractor must follow OSHA guidelines, policies, procedures, and directives, as well as fire and safety regulations of the medical center. Work must be coordinated to prevent conflicts with patient treatment and facility operation. No medical apparatus will be moved without approval. Contractor personnel must report to EMS before starting work each day and report back on accomplishments before leaving. Contractor personnel must wear identifying clothing, such as caps or shirts with the contractor logo. The contractor project manager must submit a daily service plan to EMS. Re-cleaning will be performed at no additional cost if deficiencies are noted, within five (5) working days, until corrected. All work must comply with Federal, State, and Local regulations, as well as the contractor’s procedures and quality control manuals. Hours of Operation: Normal business hours are 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding Federal Holidays. Holidays include New Year’s Day, Martin Luther King’s Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, Christmas, and any other declared national holiday. Scheduling: The contractor shall provide a written work schedule for approval by the COR. Quality Assurance: Performance ObjectivePerformance Threshold All screens and windows will be clean, glass free of dirt or paint, screens reinstalled where applicable.100% streak-free clarity with zero visible residue under normal lighting conditions. Contractor Personnel Badges and Parking: While on VA premises, all contractor personnel shall comply with rules and regulations. A contractor badge will be issued upon entry. Badges must be safeguarded and returned at the end of each work period. All security policies and clearance requirements must be met prior to work. Contractors must park in designated areas, coordinated with the facility COR. VA Bedford MA does not reimburse parking violations. Interference with Normal Function: Contractors may need to pause work to avoid interfering with facility operations, including utilities, fire systems, and passage of personnel and equipment. Emergency adjustments may be required, and access to secured areas must be scheduled with the COR. Additional Notes: The following data provides an approximate number of windows and screens per building. The successful bidder will be required to clean all windows and screens on identified buildings regardless of count.
