This opportunity is issued by the Missile Defense Agency (MDA) for advanced planning services supporting missile defense facilities and infrastructure in the U.S. and select foreign locations. - Government Buyer: - Missile Defense Agency (MDA), including MDA/DSK office at Redstone Arsenal, Alabama - Scope of Services: - Indefinite Delivery-Indefinite Quantity (IDIQ) contracts for multi-disciplined architect-engineer (A-E) services - Advanced planning, feasibility studies, conceptual development, and design for missile control buildings, power plants, communications facilities, administration buildings, roads, utilities, and building systems - Specialized studies: environmental assessments, HAZMAT, anti-terrorism/force protection, NEPA reviews, value engineering, cost estimates, reliability and maintainability studies - Engineering support during construction and compliance with all applicable federal, state, local, and host-nation requirements - Key Requirements: - Contractors must provide all labor, materials, logistical, and administrative support - Security clearances and visit authorization procedures are required - Quality control, reporting, and compliance with organizational conflict of interest rules - Contract Structure: - Multiple-award IDIQ contracts with a total capacity of up to $95 million - 12-month base period, four 12-month option periods, and a 6-month extension option (total up to 5.5 years) - Task orders will define specific objectives, deliverables, and periods of performance - No specific OEMs, hardware, or part numbers are identified; the requirement is strictly for professional services - Notable: At least three IDIQ contracts are anticipated to be awarded

Description

The objective of this indefinite delivery contract (IDC) is to provide advanced planning for engineering, architectural, and other services exclusively in support of the Missile Defense Agency and its partnering agencies. Task orders will be issued which will describe the scope of work (specific objectives, goals, and deliverables to be fulfilled) for each requirement. The contractor is expected to provide all labor, materials, logistical, and administrative support in the performance of the task orders awarded under this contract and will perform and deliver all work in keeping with commonly accepted practices, quality, and professional standards for the Architect-Engineer industry and in keeping with all applicable local, installation, state, federal, and host-nation requirements.
