The United States Coast Guard (USCG), Base Ketchikan in Alaska, is seeking a contractor for comprehensive carpet removal and installation services covering the entire third floor/deck, including all hallways, of its administrative building. - Government Buyer: - United States Coast Guard (USCG), 17th Coast Guard District, Base Ketchikan - Scope of Work: - Removal and disposal of old carpet - Installation of new carpet throughout the entire third floor/deck, including hallways - Cleaning and restoration in accordance with industry standards and manufacturer specifications - Contractor must supply all labor, materials, equipment, and supplies - Performance Requirements: - Work to be performed Monday through Friday, 0700–1630 AKST, or by appointment - No keys to government facilities will be provided; access must be coordinated - Technical Details: - Exact square footage and specifications are detailed in attached documents - No specific carpet brands, models, or part numbers are listed - Award Criteria: - Award will be made to the lowest priced, technically acceptable contractor - Attachments: - Statement of Work/specifications and base layout maps included for reference

Preparation of this quote is completely voluntary and shall be submitted to the United States Government by date specified herein .

****This shall be awarded to the LOWEST PRICED/ TECHNICALLY ACCEPTABLE/ QUALIFIED CONTRACTOR AND IS CONTINGENT ON THE UNITED STATES COAST GUARD SECURING PROPER FUNDING.

1.0       General

1.1       Background 

The United States Coast Guard (USCG) is procuring  NEW CARPET INSTALLATION Services & REMOVAL/DISPOSAL OF CURRENT CARPET as described within this PWS for USCG Base Ketchikan, AK.  Base Ketchikan serves as the single touch point for the support of Coast Guard operations within the 17th Coast Guard District, standing shoulder-to-shoulder with our operational partners to ensure the delivery of professional, responsive, and cost-effective services to the American public.  

 1.2      Scope 

The Contractor shall provide the proper mix of personnel, management, supervision, materials, supplies, equipment, tools, transportation, and other items or services (except utilities and limited facilities as defined in section 12.0) necessary to accomplish the CARPET REMOVAL AND INSTALLATION OF BRAND NEW CARPET services required by this PWS.  The efforts to be accomplished under this contract are scalable in nature to include other tasks, services, or locations within scope, as required. The contractor is encouraged to assess the work requirements and recommend revisions that would provide beneficial savings to the contractor and the government.

1.2.1    REMOVE EXISTING CARPET AND INSTALL BRAND NEW CARPETcleaning  Base Ketchikan for: Administrative building 3RD FLOOR ONLY.

a. GENERAL REQUIREMENTS:

b. Services to Be Preformed: Carpet REMOVAL AND INSTALLATION OF NEW CARPET is required at each location specified below as determined by the Contracting Officer’s Representative (COR). The Contractor shall provide all necessary labor, equipment, and supplies required to perform these services. All cleaning procedures and treatment shall be accomplished in accordance with the manufacturer’s directions and/or listed specifications and industry standards applicable to the Professional Cleaning & Restoration Industry.

1.2.2     Location of Work Performance:

Administrative building 3rd Floor – SEE ATTACHED MAP FOR:  sqft

2.3       Work Hours: All carpet REMOVAL AND NEW  installation services shall be performed between the hours of 0700 and 1630 AKST.  Monday through Friday or by appointment scheduled in advance. The Contractor shall notify the designated Contracting Officer Representative of any deviations to the previously agreed upon appointment and schedule an alternate appointment carpet cleaning. No keys to Government facilities are to be provided to Contractors under any circumstances.

3.         PERFORMANCE REQUIREMENTS:

OLD CARPET SHALL BE REMOVED AND BRAND NEW CARPET SHALL BE INSTALLED  IN according to industry standard to protect the investment as part of a maintenance program that will preserve the appearance and extend the life of the carpet. The contractor will develop a cost-effective cleaning strategy, plan, and schedule.
