The U.S. Air Force at Nellis Air Force Base (NAFB), under Air Combat Command (99 CONS LGC), is seeking potential vendors for software maintenance services supporting the Mission Planning Support Tool (MPST) for the RQ-170 aircraft. - Government Buyer: - U.S. Air Force, Nellis Air Force Base (NAFB) - Air Combat Command (99 CONS LGC) - OEMs and Vendors: - No specific OEMs or vendors are named in the notice - Products/Services Requested: - Software programming support and maintenance for the MPST computer program - Personnel must have current adjudicated background investigations and eligibility for Top Secret, SCI, and SAP access - Required skills include computer programming relevant to MPST, familiarity with RQ-170 aircraft survivability, threat systems, and Suppressor modeling - Unique/Notable Requirements: - Work primarily at ARA facility in Albuquerque, NM, with periodic on-site visits to Creech AFB, NV, Palmdale, CA, Littleton, CO, and other classified locations - Support must be provided within one business day of request; modifications completed within 14 days unless mission requirements dictate otherwise - NAICS code: 541511 (Custom Computer Programming Services) - Period of performance: one base year with four option years

Description

This is a SOURCES SOUGHT SYNOPSIS.  This is for market survey only; therefore, do not request a copy of the solicitation. No proposals are being requested or accepted with this synopsis and no contract shall be awarded from this synopsis. The U.S. Air Force, Nellis Air Force Base (NAFB), has been tasked to identify potential sources, market capabilities and market conditions that has the capability to fulfill a requirement at Creech AFB, NV. The requirement is as follows:

The contractor shall provide software programming support for MPST computer program. All individuals performing on-site on this PWS must have a current adjudicated background investigation and be eligible for access to Top Secret, SCI, and SAP information. Contractor personnel shall be conversant in the computer programming skills to fully support MPST software and be familiar with RQ-170 aircraft survivability, capabilities, Blue/Gray/Red ground and airborne threat systems, and Suppressor modeling capabilities/architecture/function/programming. Actual work performance location is the ARA facility in Albuquerque, NM with periodic on-site visits to Creech AFB, NV, Palmdale, CA, Littleton, CO and other classified locations as determined by the government. Support personnel shall provide support within one business day (Monday-Friday excluding Federal Holidays) from when the request is made by either telephone or email when working from the contractor’s facility. The period of performance will be for one base year with 4 option years beginning 30 September 2026. Standard turnaround time for modifications shall be within 14 days of request from the Contract Officer Representative (COR), unless mission requirements dictate a shorter timeline.

The North American Industry Classification System is 541511—Custom Computer Programming Services. Reimbursements will not be made for any cost associated with providing information in response to the sources sought or any follow-up information request. The purpose of this source sought is to gain knowledge of interest, capabilities and qualifications of members of both the Small Business Community, to include Section 8(a), Historically Underutilizes Business Zones (HUBZone), Service Disabled Veterans-Owned Small Business (SDVOSB), and Economically Disadvantaged Women Owned Small Business’s (EDWOSB) to compete for this requirement.

Any information received will be reviewed for informational purposes. The type of solicitation to be issued will depend upon the responses to this sources sought synopsis. The Government must determine and ensure there is adequate competition among the potential pool of interested, capable commercial companies.
