Military Sealift Command (MSC), under the Department of the Navy and MSCHQ Norfolk, is seeking a contractor for the operation and maintenance of Expeditionary Transfer Dock (ESD) vessels. - Government Buyer: - Department of the Navy, Military Sealift Command, MSCHQ Norfolk - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Products/Services Requested: - Operation and maintenance of ESD vessels - Ensure vessels are operated professionally and maintained in good operable condition - Keep vessels mission-ready except during scheduled maintenance, repair, or overhaul - Operate vessels and related systems/equipment in compliance with USCG and ABS rules/regulations - Maintain valid USCG Certificates of Inspection and ABS Classifications, including all statutory certificates - Unique/Notable Requirements: - Contractor must possess and maintain a SECRET facilities clearance - Personnel must have SECRET security clearances - Single fixed-price contract awarded via tradeoff source selection (technical acceptability is key) - Compliance with all relevant laws and regulations as if vessels were owned by a non-government entity

Description

The Military Sealift Command has a requirement for the Operation and Maintenance of the Expeditionary Transfer Dock(ESD) vessels. The Contractor must operate and maintain the vessels to support the assigned missions. The vessels must be operated in a professional manner and maintained in a good operable condition, and must be mission-ready at all times (excluding scheduled maintenance, repair and overhaul periods). The Contractor must operate the vessels and related systems and equipment in accordance with all relevant laws, terms of this contract, United States Coast Guard (USCG) and American Bureau of Shipping (ABS) rules and regulations that would apply as if it is owned by anon-government entity, which includes, but is not limited to, maintaining a valid USCG Certificate of Inspection and ABS Classifications (including all statutory certificates) at all times. This contract requires the Contractor to possess and maintain a SECRET facilities clearance and to employ personnel with SECRET security clearances. The Government expects to award a single fixed-price contract with pass through elements under a tradeoff source selection process. This procurement strategy is designed to ensure the Government obtains the best value by selecting the best qualified offer that meets all technical and solicitation requirements.
