The U.S. Air Force Test Center at Edwards Air Force Base is seeking contractors to provide on-call maintenance and ground handling support for three stored A-29 aircraft. - Government Buyer: - U.S. Air Force Test Center, United States Air Force Test Pilot School, Edwards Air Force Base, California - OEMs and Vendors: - No specific OEMs or vendors are named; A-29 aircraft are manufactured by Embraer - Products/Services Requested: - On-call repair and maintenance for three stored A-29 aircraft - Fuel leak inspection, repair, and mitigation - Flat tire repair and replacement - Initial replacement uses 3 nose and 3 main tires provided by the government; subsequent replacements require contractor-supplied tires equivalent to current models - Ground towing and repositioning of aircraft within Edwards AFB - At least one tow-certified individual required per event - Provision of all qualified personnel, supervision, tools, replacement parts, consumables, and incidental materials - Travel, lodging, and meals for personnel performing services - Unique/Notable Requirements: - Contractor must ensure safety and environmental compliance - Timely response required for on-call service requests - Depot-level overhaul, return-to-flight maintenance, airworthiness release, and engineering disposition beyond field-level repair are excluded - Unauthorized modifications are not permitted - Period of Performance: - Three years total: one base year plus two option years - Services provided on an as-needed, on-call basis throughout the period

THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for information and planning purposes only. In accordance with Part 10 of the Federal Acquisition Regulation, the Government is conducting market research to determine the availability and adequacy of potential business sources in transforming software development culture and practices as identified below. This Request for Information (RFI) does not constitute a solicitation for bids or proposals, and it is not to be construed as a commitment by the Government. The information herein is subject to change, and in no way binds the Government to solicit for or award a competitive contract. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their responses are proprietary and should mark them accordingly. The Government is not obligated to, and will not, reimburse the contractor for any costs associated with preparing or submitting a response to this notice, and submittals will not be returned to the sender.

This RFI is from the Air Force Test Center (AFTC), United Stated Air Force Test Pilot School (USAF TPS), Edwards AFB, California, 93524.

The AFTC/PZZD, Specialized Test Contracting Branch, is conducting market research to assess viable contractors capable of providing on-call contractor maintenance and aircraft ground handling support for three (3) stored A-29 aircraft located at Edwards AFB. The contractor shall provide all qualified personnel, supervision, tools, replacement parts, travel, and incidental support necessary to perform specified repair and towing services in a safe, timely, and professional manner.  

Services under this PWS are limited to non-recurring, as-needed actions associated with:

Fuel leak repair or mitigation; Tire repair or replacement; Ground towing and repositioning of aircraft; and Related minor maintenance actions necessary to place the aircraft in a safe storage or towable condition.

The contractor shall not perform depot-level overhaul, return-to-flight maintenance, airworthiness release, engineering disposition beyond field-level repair judgment, or any modification not specifically authorized by the Government.

The period of performance shall be three years; one base year and two options years. Services shall be performed on an on-call, as-needed basis during the period of performance.

Results from this RFI will provide additional information to the Government as to whether a Small Business set aside is appropriate for this requirement. 

AFTC/PZZD is anticipating the release of a request for proposal to acquire these services in the first quarter of FY2027.
