NAVSUP Fleet Logistics Center Norfolk is seeking annual maintenance, repair, software configuration, and upgrade services for Otter Unmanned Surface Vehicles (USVs), hulls #47 and #116, for the Naval Oceanographic Office (NAVOCEANO). - Government Buyer: - Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk, Fleet Directorate Contracting Department - Sub-agency: Naval Oceanographic Office (NAVOCEANO) - OEMs and Vendors: - Maritime Robotics (NCAGE: N6468) is the sole source OEM and vendor - Products and Services Requested: - Annual service, maintenance, repair, and upgrade for Otter USVs #47 and #116 - Diagnostic evaluation and extended status check - Core baseline software integration (SeaControl) - Otter #47 hardware refurbishment and upgrades (Torqeedo UL 403 motor, Dell Latitude VCS laptop, OBS and Targa Box replacements, payload box upgrade, structural frame installation) - Otter #116 maintenance and hardware overhaul (seal restoration, electronics/cabling replacement, TQ Interface Board installation, memory upgrades, AIS antenna replacement, mounting base assembly) - Common operational spare parts supply (10 Otter Battery Controllers [OT-BCT], 5 CAN/Power Cables [OCA-8], 10 Waterproof TQ Battery Bags [WP-BAT-BAG]) - System integration, wet testing, and quality assurance - Annual SeaControl software subscription for each option year - Unique or Notable Requirements: - Sole source procurement to Maritime Robotics - Includes both hardware upgrades and software subscriptions - Physical maintenance and hardware delivery expected within 2-3 weeks after order receipt - Wet testing and OEM quality certification required - Option years for software subscription extend support up to five years

Description

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Fleet Directorate intends to solicit – on behalf of the Naval Oceanographic Office (NAVOCEANO) – Maritime Robotics (NCAGE: N6468) on a sole source basis in accordance with FAR 12.102(a). The proposed acquisition is for  annual service, maintenance, repair, and upgrade services for the Otter Unmanned Surface Vehicles (USVs), hulls #47 and #116. The resultant contract will be issued on a firm-fixed-price (FFP) basis and contain a one-year base period and four (4) one-year option periods. The base Period of Performance is as follows:
