Description

The United States Coast Guard, Surface Forces Logistics Center (SFLC), intends to issue a solicitation for the procurement of a fire alarm control panel replacement and associated components for installation services on two (02) Coast Guard Fast Response Cutters. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This solicitation is issued as Request for Quote Number 52000RFQ260028451. The procurement will be processed in accordance with FAR Part 12.

Due to urgent operational requirements and extended material lead times of approximately ten (10) weeks for the fire alarm panel system, the Government intends to utilize a shortened solicitation response period in accordance with FAR 5.203(a) and FAR 13.106-1(d), as applicable.

The solicitation and any amendments will be posted to SAM.gov. Interested vendors are responsible for monitoring the site for updates or additional information.

The North American Industry Classification System (NAICS) code is 238210. The small business size standard is $19.0 Million. All responsible small business sources may submit proposals for consideration. This synopsis/solicitation is issued pursuant to FAR 13.106-1(b), and the resultant purchase order will be awarded on a firm-fixed price basis using simplified acquisition procedures in accordance with FAR 13.

THE UNITED STATES COAST GUARD SURFACE FORCE LOGISTICS CENTER REQUESTS THE CONTRACTORS TO PROVIDE PRICING FOR THE FOLLOWING REQUIREMENT, BUT IS NOT LIMITED TO: A. REQUIREMENT: The contractor shall provide Model 5831813-00A Fire Alarm Panel and Associated Components for Installation Services onboard CGC PAUL CLARK and CGC RICHARD ETHERIDGE, Brand Name Only (SALWICO CONSILIUM) in accordance with the Statement of Work (SOW). See attached SOW. 1 LOT. Access to some drawings may be Export-Controlled and require registration in the Joint Certification Program (JCP) through DLA to receive the drawings. Location of Performance (FBO Destination): CGC PAUL CLARK (WPC-1106) 100 McArthur Causeway, Miami Beach, FL 33139 CGC RICHARD ETHERIDGE (WPC-1102) 100 McArthur Causeway, Miami Beach, FL 33139 REQUIRED PERIOD OF PERFORMANCE: 28 September 2026 until 18 December 2026 (Notional 3 weeks for installation). Brand Name Only - NO EQUAL OR ALTERNATE PART WILL BE ACCEPTED. See Schedule B below. Vendor shall be an authorized Salwico Consilium Dealer and provide verification documentation from OEM Manufacturer (Salwico Consilium). Interested Vendors shall demonstrate the capability to provide all required materials, technical drawings/plans, labor, and installation services within the schedule. Vendors shall provide product/service details, Product Data Sheet, and cost breakdown in accordance with the SOW for technical review. A detailed cost breakdown including all specifications is required for review by a technical representative. NOTE: The USCG/Government reserves the right to award on an All or None basis, i.e., the Purchase Order may be issued to the lowest aggregate price offeror rather than to each individual item lowest quotation. Evaluation will be based on the criteria outlined in FAR 52.212-2, with the following considerations: Warranty information Registration in SAM.gov The award will be made to the responsible contractor whose quote is most advantageous and provides the best value considering price and other factors.

Interested Offerors are invited to submit a Firm Fixed Price quotation, detailed and demonstrating understanding of all requirements in the SOW.

ACCESS TO RESTRICTED TECHNICAL DATA - DISTRIBUTION STATEMENT D: Technical Data Access requires a Distribution Statement D — Critical JCP Certification. Drawings are not posted publicly on SAM.gov. Access is restricted to DoW/DoD contractors with active JCP certification. Vendors must possess active JCP certification and request access in advance. Details are available at the JCP website (https://www.dla.mil/logistics-operations/services/joint-certification-program/).

Quotations must include: Cost Breakdown Unit Cost Extended Price Total Price Payment Terms Prompt Payment Discount Company UEI and Cage Code

Evaluation Criteria: An award will be based on Best Value considering price and non-price factors as per FAR 52.212-2.

Price: Pricing should include any quantity discounts and prompt payment discounts. Quotations will be evaluated for fairness and reasonableness.

Technical Acceptability: Will be rated as “acceptable” or “unacceptable” based on the ability to provide new manufactured commercial items.

Technical Capability: Demonstrates necessary knowledge, qualifications, resources, and experience.

Performance Risk: Assesses likelihood of successful performance within schedule and specifications.

Due to the technical complexity of replacing the obsolete Mircom PRO-2000XS Fire Alarm Panel, the effort includes engineering, technical services, and installation to complete the first-time installation of the Salwico Consilium Model 5831813-00A system with integration into the vessel’s Machinery Control and Monitoring System (MCMS). The Government recognizes varying levels of technical familiarity and experience among vendors. The obsolete Mircom system is unsupported and requires specialized expertise for replacement and integration.

The technical evaluation may consider: Experience with Mircom PRO-2000XS system Experience with Salwico Consilium Model 5831813-00A or similar systems Experience integrating fire detection with MCMS Ability to develop installation drawings and engineering support Relevant past performance on maritime vessels Ability to meet schedule and operational constraints OEM authorization verification Technical understanding, quotation completeness, and price

The Government may evaluate the depth, relevance, and quality of technical familiarity and experience as part of its overall evaluation for best value.

Failure to provide sufficient technical detail or OEM documentation may result in the quotation being deemed unacceptable.
