The Department of Health and Human Services (HHS), Administration for Strategic Preparedness and Response (ASPR), is seeking a contractor to provide comprehensive emergency response wraparound services for public health emergencies and disasters across the continental U.S., overseas, and U.S. territories. - Government Buyer: - Department of Health and Human Services (HHS) - Administration for Strategic Preparedness and Response (ASPR) - Headquarters Contracting Office - OEMs and Vendors: - No specific OEMs or manufacturers are named; the opportunity is open to qualified service providers. - Products/Services Requested: - Emergency Response Wraparound Services, including: - Logistics and incident management - Transportation (ambulance, shuttle, paratransit, multimodal) - Specialized meal services, catering, and dining facilities - Community housing, billeting, hotel and conference arrangements - Laundry, sanitation, hydration stations, potable/non-potable water supply - Waste removal, biohazard waste removal, hazardous materials management - Medical diagnostics equipment provision and maintenance - Blood/plasma bank, laboratory services, medical records maintenance - Firefighting, fire protection, exterior lighting setup/removal - Material handling, refrigerated trucks/MILVANs for storage and mortuary - Power generator maintenance and refuel - Custodial services, pest control, supplies procurement and delivery - Camp setup and maintenance, morale/welfare/recreation services - Container/cargo management, retrograde operations, procurement/supply management - Unique or Notable Requirements: - Services must comply with ADA, safety, and environmental standards - Contract is a single-award IDIQ with a five-year period (base plus four option years) - Task orders may specify unique performance periods and requirements - Emphasis on rapid deployment, scalability, and comprehensive support for disaster and emergency response operations
