Description

1. Action: The Mission and Installation Contracting Command (MICC) – Fort McCoy hereby provides public notice that the Senior Contracting Official (SCO), 419th Contract Support Brigade, has approved a formal Consolidation of Contract Requirements Determination Memorandum in accordance with 15 U.S.C. § 657q, FAR 7.107-2, and AFARS 5107.107-2 for the upcoming Kansas State-Wide Improved Grounds Maintenance requirement (Solicitation W911SA27QA010).

2. Scope: This procurement consolidates twenty (20) separate, site-specific legacy contracts for grounds maintenance and winter weather operations (snow and ice removal) across seventeen (17) U.S. Army Reserve Center installations in the state of Kansas into a single, cohesive, firm-fixed-price task order. Sites include (KS005, KS010, KS013, KS014, KS016, KS019, KS023, KS026, KS027, KS029, KS032, KS037, KS083, KS085, KS100, KS104, and KS105) 

3. Summary of Determination: The Senior Contracting Official determined that consolidation is necessary and justified based on substantial quantifiable cost savings and significant operational efficiencies. The consolidation also eliminates approximately 145 redundant contracting actions and 50 annual de-obligation modifications.

4. Small Business Strategy: The consolidated requirement will be solicited as a 100% Total Small Business Set-Aside under GSA Multiple Award Schedule (MAS) Category Facilities (SIN 561210FAC / NAICS 561210) utilizing FAR Subpart 8.4 ordering procedures. The solicitation incorporates subcontracting provisions encouraging the prime contractor to utilize local small businesses and legacy incumbents as subcontractors across Kansas in compliance with FAR 52.219-14.

5. Solicitation Release: The formal Request for Quotations (RFQ) will be published on GSA eBuy no earlier than seven (7) calendar days following the publication of this notice. The full, approved Consolidation Determination Memorandum will be attached to the solicitation package on GSA eBuy.
