The Indian Health Service (IHS) National Supply Service Center is seeking Indian Small Business Economic Enterprises (ISBEEs) and other small businesses to supply the JADA System or an FDA-cleared equivalent for postpartum hemorrhage control. - Government Buyer: - Department of Health and Human Services - Indian Health Service - National Supply Service Center (NSSC) - OEM Highlight: - JADA System (vacuum-induced uterine contraction technology) - Products Requested: - New JADA System or FDA-cleared equivalent device for treatment and control of abnormal postpartum uterine bleeding or hemorrhage - Devices must be supplied in original manufacturer packaging with a minimum 12-month shelf life - Delivery locations: NSSC Distribution Center, Oklahoma City, OK, and Gallup, NM - Services Requested: - Initial and refresher clinical education and training, including educational materials, provided at no additional cost - Toll-free technical support with rapid response for urgent patient-care issues - Notable Requirements: - Devices must meet FDA and regulatory standards - Delivery within 10 business days for standard orders, 48-72 hours for urgent needs - Preference for Indian Economic Enterprises under the Buy Indian Act - Blanket Purchase Agreement with a 5-year period of performance

Description

This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, the Indian Health Service (IHS) must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable.

The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs) capable of performing the below Indian Health Service (IHS) requirement for JADA System (postpartum hemorrhage control device). Any vendor responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (attached). Instructions for submission are outlined below.

Indian Small Business Economic Enterprises (ISBEEs) and other small business are highly encouraged to respond to this notice. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. Responses must directly demonstrate the company's capability, experience, and ability to provide new JADA System or equivalent FDA-cleared successor product.
