THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT DISCLAIMER 1. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. 2. The submission of pricing, capabilities for planning purposes, and other market information is highly encouraged and allowed under this RFI In Accordance With (IAW) FAR Part 15.201(e). SCOPE: Procurement of service agreement to maintain full-service support of Automatic Transfer Switches (ATS). This contract shall cover scheduled (preventive maintenance) and unscheduled (emergent) maintenance. All parts, labor, and travel shall be included. BACKGROUND: This contract will be used to provide full maintenance and testing service for the Harry S. Truman Memorial Veterans Hospital (HSTMVH). Proper maintenance of the ATS is needed to ensure the continued operation and transfer in case of a power outage. SITE VISIT: A site visit will be scheduled providing all potential bidders the opportunity to view the electrical distribution system. The date and time will be listed in the solicitation. BADGES, PARKING, CHECK-IN PROCESS: All Contractor personnel are required to wear identification (I.D.) badges issued by the HSTMVH Engineering office during the entire time they are on the HSTMVH grounds. It is the responsibility of the Contractor's personnel to park in the appropriate designated parking areas. The HSTMVH shall not validate or make reimbursement for parking violations of the Contractor's personnel under any circumstance. The contractor's technician shall report to the VA representative office Facilities Management prior to starting work. The technician shall prepare a written service ticket explaining the work for the day, listing parts to be used, the price of each part, and the total price of multiple parts. The ticket shall be given to the VA representative for approval. PERIOD OF PERFORMANCE: Base Year: 09/28/26-09/27/27, OY 1: 09/28/27-09/27/28, OY 2: 09/28/28-09/27/29, OY 3: 09/28/29-09/27/30, OY 4: 09/28/31-09/27/31. Fully qualified is based upon training and hands-on experience in the field. For training, the Field Service Engineer (FSE) has successfully completed a formalized training program for the equipment identified in this solicitation as required by the Original Equipment Manufacturer (OEM) and equal to what the manufacturer provides their own field service personnel. All PMs shall be provided by a manufacturer certified technician. Contractor must provide evidence of appropriate training of any FSE(s) providing services under the contract. Subcontracting of any award of this solicitation will not be allowed without written permission of the Contracting Officer. Contractor must have access to all OEM proprietary information due to the critical nature of these services. Examples include software updates and factory service bulletins that describe updates/modifications needed to ensure the equipment's safe use. PERSONNEL ACCEPTANCE: The Government reserves the right to accept or reject Contractor's staff for the rendering of services. Complaints concerning performance or conduct shall be dealt with by the Contractor, VA representative, and the final decision made by the Contracting Officer. CONTRACTOR'S RESPONSIBILITIES: The Contractor shall take all precautions necessary to protect against injury or damage during the performance of this contract. The Contractor shall be responsible for any injury to employees and for any damage to property caused by fault or negligence. Enforce contractor performance, including timely submission of deliverables, compliance with screening requirements, and appropriate termination activities. The authorization requirements do not apply; a Security Accreditation Package is not required. HOURS OF SERVICES: The Contractor shall perform services Monday through Friday, except for National Holidays, between 6:00 p.m. and 6:00 a.m. National Holidays (when the Contractor is not required to provide services and will not be paid): New Year’s Day: January 1 Martin Luther King’s Birthday: Third Monday in January President’s Day: Third Monday in February Memorial Day: Last Monday in May Juneteenth: June 19 Independence Day: July 4 Labor Day: First Monday in September Columbus Day: Second Monday in October Veterans Day: November 11 Thanksgiving Day: Fourth Thursday in November Christmas Day: December 25 When a holiday falls on a Sunday, the following Monday is observed; if on Saturday, the preceding Friday is observed. The contract is a base plus four option years. Every 12 months for each listed ATS model. MAINTENANCE: Preventive maintenance shall follow the most current code, NFPA 110, and manufacturer specifications. The vendor shall provide all necessary PM kits and parts. Work items include: Checking signals and replacing bulbs as needed. Inspecting enclosure, wiring, and connections. Cleaning components. Checking and replacing switch contacts if necessary. Inspecting components for wear or damage. Lubricating switch parts as needed. Checking cable connections and adjusting settings. Performing operational tests. Parts for Repair: Contractor shall furnish estimates for repairs, including comparison quotes or previous federal agency quotes. All parts shall be provided by the Contractor. Equipment is not considered obsolete until out of production for 7 years or unreplacable. Acceptance of work is indicated by the VA representative signing the repair ticket. Properly signed tickets must accompany payment invoices. REPORTING REQUIREMENTS: Contractor shall provide reports for each ATS, including data points, within 7 days of work completion. Handwritten notes are required before leaving. Records of lockout/tagout shall be maintained. An annual report on ATS condition and maintenance shall be prepared, including repairs, corrections, and suggestions. NOTE: This is NOT a solicitation. It is an RFI/sources sought to identify qualified sources. Responses will inform potential acquisition decisions. A solicitation may follow, to which responses are not applicable. PURPOSE AND SUBMISSION: The VA seeks sources capable of providing services to ensure the reliability of the boiler system, including inspections, testing, and calibration. Interested sources should respond with company details, size classification, NAICS code, and capability evidence.
