Description

This solicitation will be designated as a 100% Small Business set aside. A single award acquisition will be made. The awardee must be Small Business certified at time of award.

This procurement is conducted under Far subpart 36.102, which requires A-E contracts to be negotiated on the basis of demonstrated competence and qualifications for the required professional services.  A Standard Form (SF) 330 will be required.

This project includes Design Phase architecture and engineering (A&E) services for Project AFBCIF# 270022 (Project #ZQEL 25-0004), Repair Club Kitchen and Dining Room at Youngstown ARS. Scope of work includes technical engineering specifications, structural drawings, and floor layouts through 35%, 65%, and 100% design completion marks.

The project site is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5931 (Trumbull County). The magnitude of this project is between $100,000 and $250,000. Total contract performance period is 120 calendar days from the date of receipt of the notice to proceed. The award will be a Firm-Fixed Price contract. The NAICS Code is 541310; the Size Standard is $12.5 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation and specifications, can be downloaded from https://sam.gov and should be available on or about 24 September 2026. As this is a federal construction project, the Construction Wage Rate Requirement applies. Once the solicitation is posted, it is incumbent upon the interested parties to review this posting frequently for any updates, changes, and/or amendments to any and all documents. The closing date for submission of offers is estimated to be on or about 22 October 2026 at 10:00am EDT and will be contained in the solicitation package.

Interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the sam.gov website. Contractors are advised that in order to receive an award as the prime contractor, they must be listed and active in the System for Award Management (SAM) database for the NAICS code 541310. Failure to register will disqualify a contractor from award should the contractor be selected, not registered, nor active at the time of submission. Contractors may register via the Internet SAM website at https://sam.gov. Recommend registering immediately in order to be eligible for timely award. Contractors are also advised that they must complete the Online Representations and Certifications Application or risk having their proposals declared non-responsive.
