UNICOR Solicitation for Large-Scale Supply of Hygiene Kit Items

UNICOR, the manufacturing arm of the U.S. Department of Justice, is seeking proposals for a large-scale, multi-year supply of hygiene kit items for use in federal prison facilities. - Government Buyer: - U.S. Department of Justice, Federal Prison Industries (UNICOR), FPI Central Office - Products Requested: - Wide range of personal care and hygiene products, including: - Shampoo packets and bottles (various sizes) - Toothbrushes (standard, security, and fingertip types) - Toothpaste (multiple sizes and types) - Shaving cream and gel packets - Bath soap (wrapped and unwrapped, various sizes) - Disposable razors (single-edge, twin-blade, security, colored blade) - Deodorants (roll-on, stick, cream packets) - Feminine hygiene products (maxipads, panty liners, tampons, with and without wings) - Miscellaneous items (toilet tissue, security utensils, shoe covers, flexible pencils) - 3-in-1 and all-in-one personal care products - Quantities range from thousands to over 12 million units per item - All items have specific part numbers (e.g., ADMKIT0001A, ADMKIT0009C) - Unique/Notable Requirements: - Vendor-managed inventory within the U.S. is required - Samples must be submitted for technical evaluation if not previously provided - Delivery orders will be issued throughout the contract period, with a maximum delivery term of 30 days per line item - Products must meet technical specifications suitable for correctional environments (e.g., security toothbrushes, razors) - No specific OEMs or brands are named; the solicitation is open to all qualified manufacturers - The contract is a firm-fixed price, indefinite delivery/indefinite quantity (IDIQ) with economic price adjustment, covering a base year, two option years, and a possible six-month extension

Description

Federal Prison Industries (FPI), known hereafter as UNICOR, located at 400 First St. NW, Washington, DC, is issuing Request for Proposal (RFP) SV0236-26. As a best value to the Government, SV0236-26 will be issued as potential for a single or multiple award of a firm-fixed price (FFP), indefinite delivery/indefinite quantity (IDIQ) contract with Economic Price Adjustment for PCU325620325620 (Toilet preparation manufacturing). The RFP will be for hygiene kit items to be delivered to the Distribution Services Center, located at the UNICOR Factory at Federal Prison Camp – Bryan, Texas.

The performance period will include one base year and two option year periods, with an Option to Extend Services under FAR 52.217-8 for up to an additional six-month period. The anticipated Effective Date of Award (EDOA) is December 14, 2026.

This acquisition is not set-aside for small business concerns. This will be solicited open market on an unrestricted basis. The NAICS code for this requirement is 325620, Toilet Preparation Manufacturing.
