The National Science Foundation (NSF) Directorate for Technology, Innovation & Partnerships is soliciting proposals for the ELEGANT program to advance the U.S. microelectronics ecosystem. - Government Buyer: - National Science Foundation (NSF), Technology, Innovation & Partnerships (TIP) Directorate - Program Overview: - NSF ELEGANT (Ecosystem for Low-dimensional Electronics: Growth, Assembly, Nanoelectronics, and Translation) program - Total NSF funding: $150 million over six years - Seeks an Ecosystem Coordinator and multiple Expert Performer Teams - Requested Services: - Ecosystem Coordinator to manage technical integration, milestones, roadmaps, IP, standards, and industry engagement - Expert Performer Teams for five translation themes: - Manufacturable Materials Platform: Develop low-dimensional semiconductor materials on 300 mm wafers for foundry qualification - Process Technology & PDK: Create and validate reproducible process steps and design kits with industry partners - Device, Circuit, and Full-Chip Demonstration: Deliver full-chip prototypes with at least 10X PPAC improvement over CMOS nodes - Manufacturing Readiness & Transition: Establish manufacturing readiness, tool qualification, cost/yield models, supply chain, and packaging - AI-Enabled Acceleration: Deploy AI/ML platforms to accelerate materials synthesis and process development - Unique Requirements: - Strong industry participation and U.S.-based execution are mandatory - Phased program with potential down-selections after each 24-month phase - Industry funding expected in later phases, with NSF advisory support - No specific OEMs, vendors, products, part numbers, or quantities are named in the solicitation - All technical details and requirements are outlined in the attached solicitation document

Description

The NSF Ecosystem for Low-dimensional Electronics: Growth, Assembly, Nanoelectronics, and Translation (NSF ELEGANT) program will position the U.S. for success in translating advanced microelectronics technologies into next-generation capabilities for artificial intelligence, high-performance computing, advanced communications, and other key technology areas critical to national security and economic competitiveness.  

To achieve program objectives, this Other Transaction Agreement Solutions Offering (OTASO) seeking an Eecosystems Ccoordinator and Expert Performer Teams in five translation themes: 

Theme 1: Manufacturable Materials Platform. 

Theme 2: Process Technology and Process Design Kit. 

Theme 3: Device, Circuit and Full-Chip Demonstration. 

Theme 4: Manufacturing Readiness and Transition.  

Theme 5: AI-Enabled Acceleration.
