Description(s): EDWARDS AFB SOURCES SOUGHT FOR B1030 RADAR ABSORBING MATERIAL (RAM) REPLACEMENT, INSTALLATION, AND DISPOSAL
THIS IS A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPISIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.). PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST.
1. Purpose. The United States Air Force is conducting market research to identify capable sources for the procurement of high-performance, medium-power (MP) Radar Absorbing Material (RAM) in four distinct physical configurations, along with professional installation services (including surface preparation and precision mounting) and certified, environmentally compliant disposal services for decommissioned legacy RAM at the Benefield Anechoic Facility (BAF), Edwards Air Force Base (AFB), California. This comprehensive solution will upgrade electromagnetic energy absorption capabilities to accommodate higher-power Systems Under Test (SUT) without experiencing thermal or electromagnetic performance degradation. The resulting contract will be a 5-Year IDIQ.
2. Requirement.
The 772d Test Squadron (TS) at Edwards AFB, CA, has an operational requirement to replace and test medium-power Radar Absorbing Material (RAM) within the Benefield Anechoic Facility (BAF). The overall objective of the RAM is to eliminate multi-path RF reflections back to the System Under Test (SUT).
To accommodate advanced, high-power systems, the replacement RAM must offer increased power handling performance without suffering frequency-response degradation. To achieve this, the RAM must consist of open-cell foam with proportionally consistent pore sizes to facilitate the dissipation of heat generated by intense RF energy.

3. Information requested. The Government requests interested offerors furnish the following information if they can FULLY support this requirement:
a. Company name, SAM Unique Entity ID (UEI) and Cage Code, address, points of contact, phone numbers and e-mail addresses.
b. Information should include a brief description of experience in providing the items and services specified above. The information package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request.
c. Identification of business size (small or large) and identify the socioeconomic disadvantaged category, as defined in RFO 19 and currently listed in the System for Award Management (SAM). Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html. The potential North American Industry Classification System (NAICS) codes assigned to this procurement is 326150 “Urethane and Other Foam Product (except Polystyrene) Manufacturing”. The Small Business Size Standard is 750 employees.
d. Any other information deemed useful to the Air Force. Information packages should be limited to no more than 3 pages.
