Blount County Health Department is seeking a licensed general contractor for the removal and replacement of its emergency generator system in Maryville, TN. - Government Buyer: - Blount County Health Department - Blount County Purchasing Department - Project Scope: - Remove and dispose of existing generator - Supply and install new 30 kW natural-gas emergency standby generator - Generator must be compatible with existing transfer switch - Includes weather-protective enclosure, controls, battery, charger, and standard accessories - Freight, delivery, unloading, rigging, and placement on existing concrete pad - Generator anchorage, vibration isolation, mounting hardware, and modifications for new unit footprint - Electrical labor and materials for generator connection and upgrades for 30 kW capacity - Natural gas piping modifications, fittings, shutoff, regulator modifications, connection, and testing - Extension of gas line to new generator location - Fire suppression system disconnect, modification, and reconnection/coordination with new generator - Generator startup, commissioning, operational testing, transfer switch testing, and final adjustment - Move breaker from existing fire panel to panel adjacent to transfer for generator control of fire alarm system - Notable Requirements: - Bidders must be licensed contractors in Tennessee (Contractors Licensing Act of 1994) - Mandatory pre-bid meeting (attendance at one of two dates required) - Bid bond (5% of bid), performance and payment bonds (100% of contract sum) - Compliance with federal contract provisions and detailed record retention - Vendors must submit manufacturer specifications for proposed generator; requests for approval of generator manufacturers allowed - Project is ARPA-funded but will proceed with alternative funding if lead times exceed ARPA deadlines - Liquidated damages of $500 per day for late completion - OEMs: - No specific generator OEMs are named; bidders may propose generator manufacturers subject to approval - Product Line Items: - Generator equipment, installation, electrical and gas modifications, fire alarm integration, commissioning - Services Line Items: - Mobilization, demolition, site coordination, electrical and gas work, fire alarm system integration, generator commissioning

Description

This Invitation to Bid (ITB) is issued to secure a General Contractor to remove and dispose of an existing generator and to purchase and install a new emergency generator compatible with the existing transfer switch at the Blount County Health Department. The scope includes installation of equipment, materials, supplies, associated piping, fittings, valves, and other necessary appurtenances to complete the installation. The contractor must construct the replacement generator complete in place and ready to operate. All bidders must be licensed contractors with the State of Tennessee as required by the Contractors Licensing Act of 1994. The project is ARPA funded with provisions for alternative funding if lead times exceed ARPA deadlines.
