The City of Laredo Engineering Department is seeking bids for the Concord Hills Boulevard Extension construction project, which will extend Concord Hills Blvd. from Los Presidentes Blvd. to Lomas Del Sur Blvd. - Government Buyer: - City of Laredo Engineering Department - Scope of Work: - Construction of a reinforced concrete pavement road (base bid: 26,500–36,500 SY, 8.5" thick, 4000 PSI, with monolithic curb) - Storm drain crossings and installation of storm sewer lines (24", 30", 36" RCP, Class IV) - Preparation for future lane additions - Sidewalks (3,800 SF), ADA flared ramps (5 units), and shared use path (alternate: 6,150 SF) - Full concrete intersection at Lomas Del Sur Blvd. (alternate) - Traffic control, signage, pavement markings, and pedestrian rail (alternate: 255 LF) - Excavation and embankment (34,000 SY), clearing and grubbing (14.5 acres), net cut (<0.5 miles: 4,500 LF) - Safety end treatments, headwalls, riprap, silt fence, erosion control blankets, inlet protection, stabilized construction entrance, concrete washout pit, trash and debris disposal, rock berm, trench safety system, conduit crossings (3 - 4" electric, 2 - 4" communication: 2,830 LF) - Notable Requirements: - Compliance with Federal Labor Standards, Davis Bacon Act, Equal Opportunity Clause, Wage Determination, HUD and Urban Development Federal Requirements - Build America, Buy America Act applies to structural and reinforcement steel - Performance and payment bonds required for contracts over $50,000 - Detailed bid documents and strict submission procedures - No specific OEMs are named; materials must meet city and TxDOT specifications - Contract duration is 130 working days - Alternates include additional lane, shared use path, and full concrete intersection - Contingency allowance of $300,000 included
