Description

In accordance with FAR 13.106-1(b)/8.405-6(a)(2), this Notice of Intent is to inform all parties the Department of Veterans Affairs, Network Contracting Office (NCO) 19 located at 6162 South Willow Drive Suite 300, Greenwood Village, CO 80111 intends to award a sole source procurement for the following requirement to the large business manufacturer, Cadwell, located at 909 North Kellogg Street, Kennewick, WA 99336: ITEM # DESCRIPTION OF SERVICE QUANTITY UNIT OF ISSUE 0001 Cadwell Easy III PSG System

Period of Performance: 9/30/2026 9/29/2027 4 EA

The Fort Harrison VA Sleep Lab requires the replacement of the current polysomnography system that is discontinued and no longer supported. Replacement with the Cadwell III PSG system including amplifiers, cameras, acquisition workstations, scoring software, HL7 interfaces, installation, and training is required. Single-Source Justification Authority: FAR 6.302-1 Only One Responsible Source. 1. Basis for Single-Source Selection (Cadwell Industries, Inc.) Cadwell s Easy III PSG system is the only commercially available sleep system that meets all VA-defined salient characteristics, validated workflows, and network/security constraints documented in the Sleep Lab Deployment Guide v3.2. Cadwell Industries, Inc., (manufacturer) and Cadwell Laboratories, Inc. (serviceprovider) are collectively known as "Cadwell". Cadwell is the only authorized service provider of Cadwell products, including the Easy III PSG. As the manufacturer, and sole service provider, Cadwell trains and equips Technicians to perform all maintenance and repairs required for our products. There are no other entities in the United States that are authorized to provide service for Cadwell products. No other entities maintain technical support personnel who are regularly trained to service and maintain Cadwell products in accordance with our specifications. A. Proprietary amplifier design: The Easy III amplifier provides proprietary physiological channel integration, deterministic DSCP traffic behavior, and VA-approved firmware. B. HL7 workflow compatibility: Cadwell is the only vendor validated for HL7 V2.x MLLP messaging to the Compass Router (10.157.17.38) and VA-standard routing workflows. C. Infrastructure compatibility: Cadwell matches prior VISN deployments and requires no new training, security review, or workflow changes. D. Security and hardening: Cadwell is the only vendor that provided complete Defender exclusions, patch cycles, and hardening documentation. E. Salient characteristics compliance: Only Cadwell met all required signal channels, A/V sync, latency, VLAN/QoS requirements, and export format standards. 2. Summary of Market Research Findings: Four vendors were evaluated. Only Cadwell met 100% of mandatory requirements. Other vendors lacked validated HL7 workflows, proper QoS handling, or security documentation. 3. Impact of Not Using Cadwell: Attempting competition would delay deployment 12 18 months, increase costs, and introduce cybersecurity risk. 4. Fair and Reasonable Price: Pricing aligns with prior VISN purchases and historical benchmarks. Conclusion: Based on technical requirements, interoperability, security needs, and market research, Cadwell is the only responsible source capable of providing a compliant PSG system for the Fort Harrison VA Sleep Lab. FAR 6.302-1 single-source procurement is justified. The associated North America Classification Systems (NAICS) Code is 339112 and the Business Size Standard is 1,000 Employees.
