NSPA is seeking proposals for F100 Engine Support Services to support F-16 aircraft fleets operated by the Portuguese and Romanian Air Forces. - Government Buyer: - NATO Support and Procurement Agency (NSPA), Aviation Support Programme Office - End users: Portuguese Air Force (PRTAF) and Romanian Air Force (RoAF) - OEMs and Vendors: - Pratt & Whitney (primary OEM for F100 engines) - Products/Services Requested: - Scheduled (overhaul) and unscheduled (troubleshooting and repair) maintenance for Pratt & Whitney F100 engines (F100-PW-220E and F100-PW-229E) - Support for full engines and individual engine modules - Technical, quality, and project management activities - Incoming inspection, operational testing, full overhaul, parts repair/replacement - Unique/Notable Requirements: - Firm fixed pricing, hourly labor rates, and percentage-based material handling fees - Compliance with airworthiness standards and up-to-date technical manuals - Acceptance criteria for maintenance services - Contract structured as an Outline Agreement with call-off purchase orders - Open to other F-16/F100 end users who may join and utilize the services

Description

This solicitation is for the provision of F100 Engine Support Services to the NATO Support and Procurement Agency (NSPA). The services include scheduled (overhaul) and unscheduled (troubleshooting and repair) maintenance for F100 engines powering F-16 aircraft operated by the Portuguese Air Force and Romanian Air Force, among others. The contract will be established as an Outline Agreement against which call-off purchase orders can be issued on a need basis. The scope covers support for full engines or individual engine modules, ensuring airworthiness and maximum availability of the engine fleets.
