Description
1. Description & Purpose
The U.S. Army Corps of Engineers (USACE), Europe District (NAU) is issuing this Special Notice seeking information for acquisition planning purposes as part of its ongoing market research and industry intelligence gathering.
10 U.S.C. §2808a permits transactions other than contracts, grants, or cooperative agreements for facility construction and repair—including planning, design, engineering, prototyping, piloting, and execution.
NAU is currently evaluating candidate projects as potential test cases for piloting innovative delivery processes and Alternate Design and Delivery Methodologies (ADDM). These methodologies include Progressive Design-Build (PDB), Design-Build to Budget (DB2B / DBtB), Integrated Design and Construction (IDAC), Construction Manager at Risk (CM@Risk), utilizing Other Transaction Authorities (OTA), evaluated alongside traditional Federal Acquisition Regulation (FAR) delivery models such as Design-Bid-Build (DBB) and Design-Build.
Objectives of this Notice
The Government is presenting the basic features, current design status, schedule milestones, funding parameters, and known constraints of three (3) candidate projects.
Please note: The Government is not requesting capability assessments, corporate marketing presentations, or expressions of interest in competing for these projects. Rather, NAU is seeking targeted industry perspective and analytical feedback on the following core areas:
Fit for ADDM Methodologies: Industry perspectives on which of the identified candidate projects are well-suited for specific ADDM methodologies (e.g., PDB, DBtB/DB2B, use of OTA) and the operational, technical, or contractual reasons supporting that fit. Suitability of Traditional FAR Methodologies: Industry perspectives on whether any of the three candidate projects would be better procured through traditional FAR delivery models (e.g., fully USG-controlled Design-Bid-Build) instead of innovative methodologies. Provide a brief rationale for maintaining traditional delivery.

3. Overview of Candidate Projects
The three candidate projects under evaluation by USACE Europe District are summarized below based on internal Project Delivery Team (PDT) assessments and engineering reviews.
Candidate Project 1: 572070 - FY29 CAP 100672 AFHC Smith Modernization, Baumholder
Project Scope: Construct 48 standard design Army Family Housing (AFH) units at Smith Barracks to replace 96 inadequate AFH units. The project constructs four four-story apartment buildings with 12 three-bedroom apartments each. They will be built to meet all current standards. Each apartment building has a ground level garage and four apartments on each of the other three stories. The apartment building includes elevators, a balcony for each apartment, roller shutters and fly screens on each window and balcony door and parking courts on each side of the building that provide access to the ground-level garages. Project includes parking spaces for visitor parking located within close walking distance to the building. Each level in the apartment building is accessible by both elevator and stairs. This project provides new building systems and components to include electrical and mechanical systems, compliance with applicable force protection and energy conservation requirements, balconies, fire alarms/sprinkler systems, elevators, laundry rooms in each apartment, modern kitchens and bathrooms, new efficient heating, plumbing and electrical systems (110 and 220V), TV/telephone/Internet wiring and distribution, built-in closets, doors, windows and storage room. Project includes exterior infrastructure that ties into the existing main utility lines and roadways. It includes connections to storm drainage lines, neighborhood recreational amenities, trash collection enclosures, electrical, water and sewer utility distribution systems and landscaping. It also includes appropriate radon mitigation measures for the new buildings (i.e. installation of a radon tight layer under the floor slab and a passive radon degassing system under the building). An A-E Task Order contract was awarded in FY26 to complete a planning charrette, design charrette, SOW, technical requirements, and required supporting information. Acquisition Schedule: The designer is working on the concept design, with projected completion December 2026. The project is currently indirect (ABG 1 list) and may shift to direct; the regulatory and permitting path is not yet confirmed. Construction magnitude is between $25,000,000 and $100,000,000 Funding: Funded via Army Family Housing Construction (AFHC) appropriations.
Candidate Project 2: 581672 - FY27 OMA Repair Enlisted UPH B602, Vilseck
Project Scope: Design and repair of Building 602 at Rose Barracks, USAG Bavaria, Vilseck, Germany. The scope of work includes site investigation, DPW coordination, repair SOW development, technical requirements. Repairs may include utilities, foundation, exterior envelope, roof, insulation, windows, doors, interiors, life-safety systems, and other deficiencies identified during development. The project magnitude is between $10,000,000 and $25,000,000. Current Acquisition strategy: DBB. Acquisition Schedule: TBD Funding: Funded via Operations and Maintenance, Army (OMA) appropriations.
Candidate Project 3: 578993 - FY28 OMAF B15 SAPF and SCIF Renovation
Project Scope: Renovation of B15 facilities and associated utilities at Spangdahlem Air Base, Germany. The project will provide Intelligence Community Directive 705 (ICD-705) compliant secure offices (Sensitive Compartmented Information Facility [SCIF] and Special Access Program Facility [SAPF]), as well as general life safety and support improvements for operational work. Construction consists of renovating two wings of B15 to accommodate the relocation of two distinct mission units: the 52d Fighter Wing Cyber Defense Network (52 FW/CDN) and the 603d Air Operations Center (AOC). Spaces are currently empty and inadequate to support these missions. The project magnitude is between $10,000,000 and $25,000,000; Current Acquisition strategy: DBB. Acquisition Schedule: Procurement of A-E services under the current acquisition strategy to startQ1FY27. Funding: Funded via Facilities Sustainment, Restoration, and Modernization (FSRM) / Operations and Maintenance, Air Force (OMAF) appropriations.

Industry partners are invited to review the candidate project summaries above and provide written feedback on the following focus questions:

Would any of the three candidate projects be better procured through traditional FAR delivery models (e.g., fully USG-controlled Design-Bid-Build) instead of innovative methodologies? Advise why?
