FEMA Region 6 is seeking contractors to upgrade HVAC systems at its Denton, Texas facility to improve energy efficiency and temperature control. - Government Buyer: - Department of Homeland Security, Federal Emergency Management Agency (FEMA), Region 6, Mission Support Division - OEMs and Vendors: - Magniflow Industries (MFI) is specified as the manufacturer for the fan powered HVAC boxes (series FPI) - Products/Services Requested: - Installation of 1 flat plate heat exchanger system (including pipework, valves, controls, pumps, sensors, strainers, insulation, and integration with Metasys building automation system) - Rebuild or replacement of 25 Magniflow Industries (MFI) fan powered HVAC boxes (series FPI, 277-volt motors, various duct sizes) - Miscellaneous materials (controls, sensors, etc.) - Labor services: foreman/site manager, journeymen electricians, environmental compliance & disposal, safety oversight, project management, design, installation, cleanup, and warranty - Unique/Notable Requirements: - HVAC fan boxes must be integrated with the Metasys building automation system - Compliance with Davis Bacon wage determination, Buy America Act, and background investigations - Responsible disposal and recycling of materials - Firm fixed price contract with a ceiling of approximately $378,000 - 90-day period of performance from Notice to Proceed - Warranty and as-built documentation required - Technical Details: - Fan box duct sizes: 2 units (6-inch), 3 units (8-inch), 11 units (10-inch), 8 units (12-inch) - All work must minimize disruption to facility operations

The Federal Emergency Management Agency (FEMA) hereby issues this Request for Proposal (RFP) for Region 6 project is to enhance energy efficiency and optimize temperature control in the FRC and VSAB 1 buildings located at 800 N. Loop 288, Denton, Texas 76209. The project will support HVAC requirements through two key initiatives.

 Wage Determination Davis Bacon TX20260243 Rev. 1 dated 05/18/2026 is applicable to this solicitation and corresponding contract.
