Argonne National Laboratory, a Department of Energy contractor in Lemont, Illinois, is soliciting proposals for the supply and installation of window treatments across its facilities. - Government Buyer: - Argonne National Laboratory (DOE contractor) - OEMs and Vendors: - Required brands: Mermet, Sheerweave, Hunter Douglas - Motorization: Somfy or equivalent motors specified - Products/Services Requested: - Window treatments including blinds, shades, curtains, hardware, and accessories - Roller shades must feature aluminum rollers and Somfy or equivalent motors - All materials must meet NFPA 701 fire classification and ASTM bacterial & fungal resistance standards - Professional installation services for all window treatments - Site visits for quoting, measuring, and installation verification - Removal and disposal of old window treatments and packaging - Post-installation inspection to ensure proper operation and appearance - Training and safety compliance for all installation personnel (Argonne Contractor Safety Orientation, JSA signing) - Unique/Notable Requirements: - Vendor must have a primary business location within 25 miles of Argonne National Laboratory - Must provide references from three current commercial customers - Compliance with Buy American requirements (FAR 52.225-1) - Blanket contract with estimated annual value of $80,000; no guaranteed quantities or purchase commitments

EVALUATION IS BASED ON LOWEST PRICE, TECHNICALLY ACCEPTABLE CRITERIA 

Argonne National Laboratory is seeking a reputable contractor for the purchase of window treatments and supporting installation at the site. The vendor shall provide all necessary materials and labor to ensure a complete and professional installation.

Given the contract’s requirement for regular onsite presence to quote and measure products, the vendor must maintain a primary business location within 25 miles of the laboratory to ensure timely service. Vendor shall provide a list of 3 current commercial customers to show the ability to handle an account similar in size & scope to Argonne.

This will be awarded as a blanket agreement, wherein there is no guarantee of quantities of services to be purchase, or numbers of purchases to be placed.  The pricing is based upon Argonne’s good faith estimate to purchase $80,000.00 worth of supplies or services annually from the Contractor during the agreement period.  It is agreed between the parties, however, that Argonne’s good faith estimate neither commits nor obligates Argonne to purchase any services under this agreement.

Please review the Statement of Work dated September 15, 2026 for all required technical capabilities, and provide our documentation and evidence to support the offer's adherence to the requirements no later than 5pm CDT on September 23, 2026.

We will need a response to the following documentation and considerations: 

1. Completed and signed ANL-70 Request for Quotation

2.List of capabilities aligned with the Technical Requirements within the Statement of Work 

3. Country of Origin*

4. Average Lead times from order issuance to final delivery to Argonne, FOB Destination, Lemont IL, 60439

5. Completed and signed ANL-70B Reps and Certs

6. Completed Price List (Appendix C)

*Country of Origin should be consistent with the definition stated in FAR 52.225-I for Buy American-Supplies, in which "the cost of its components mined, produced, or manufactured in the United States exceeds 60 percent of the cost of all its components, except that the percentage will be 65 percent for items delivered in calendar years 2024 through 2028 and 75 percent for items delivered starting in calendar year 2029. Components of foreign origin of the same class or kind as those that the agency determines are not mined, produced, or manufactured in sufficient and reasonably available commercial quantities of a satisfactory quality are treated as domestic. Components of unknown origin are treated as foreign."
