The City of Torrance is seeking qualified consulting firms to update its 2027 Pavement Management Program and conduct a comprehensive asset inventory across its roadway network. - Government Buyer: - City of Torrance Purchasing Division - Scope of Services: - Update the Pavement Management Program (PMP) for approximately 500 miles of streets, alleys, parking lots, and airport pavement - Perform pavement condition assessments and develop maintenance, rehabilitation, and capital improvement strategies - Capture street-level imagery for feature extraction and create a GIS-based asset inventory (including traffic signs, road markings, street lighting, curb ramps, catch basins, utility covers, bus pads, benches, railroad crossings, concrete pavement, and medians) - Deliver implementable tools and datasets such as StreetSaver or similar pavement management systems, ArcGIS Pro GIS databases, and a hosted public-facing PCI web map - Develop an internal budget dashboard and recommend PCI-based pavement moratorium policy - Notable Requirements: - Consultants must have demonstrated experience in pavement condition assessment, pavement management systems, GIS-based asset extraction, and municipal infrastructure planning - Preferably California Registered Professional Engineers with municipal project experience - All project data and outputs must be delivered in fully transferable formats - Proof of insurance, applicable bonds, and a City of Torrance business license required prior to contract award - OEMs and Vendors: - No specific OEMs mandated, but StreetSaver and ArcGIS Pro referenced as potential systems - Period of Performance: - Initial contract term is two years from award, with up to two one-year extensions possible - Final PMP report due by project completion
