Description
This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with the following vendor: Bayer Healthcare LLC.
Acquistion Description:
The Center for Interventional Oncology in the Clinical Center/Radiology and Imaging Sciences and the National Cancer Institute’s Center for Cancer Research conduct highly advanced research in dual layer spectral computed tomography (CT) imaging, developing new clinical applications. These ongoing studies require the injection of x-ray contrast under precisely controlled conditions, including timing, volume, and rate of injection. The specialized contrast injection system is integrated into the existing CT system and communicates with the CT scanner to initiate the CT scans, coordinating the sequences and ensuring correct timing. The current system is the same as that which is in use in the Clinical Department, Radiology and Imaging Sciences. The existing system is at its end of life. Service will no longer be available. This request is for a replacement injector by the same manufacturer.
The statutory authority for this sole source requirement is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements.
