Guilford County Purchasing Department is seeking a qualified Journey Partner to guide the transition from its current Central Square One Solution platform to a modern, cloud-based Records Management System (RMS) and Jail Management System (JMS). - The Journey Partner will provide advisory and oversight services across seven project phases: - Strategy, readiness, funding, and governance setup - RMS/JMS RFP development and vendor/integrator selection - Solution design, architecture, integration, and data strategy - Build/configuration, integrations, and unit testing (vendor oversight) - End-to-end testing and user acceptance - Mock cutovers and go-live support - Stabilization, monitoring, optimization, and benefits realization - The project requires expertise in mission-critical public safety system transitions, CJIS compliance, robust integration, cybersecurity, and chain-of-custody integrity. - Bidders must demonstrate experience with similar projects for North Carolina law enforcement agencies, provide references, detailed qualifications, and subject matter expert resumes. - No specific OEMs or vendors are named; the solicitation is open to all qualified firms. - Minimum insurance requirements, E-Verify compliance, and non-collusion affidavits are mandatory. - The contract term is three years with no option to renew.
