The U.S. Army Mission and Installation Contracting Command (MICC) at Fort Bliss is seeking a contractor to remove, replace, and dispose of the DC battery system in Building 30430, which supports critical network and Land Mobile Radio (LMR) communications. - Government Buyer: - U.S. Army, Mission and Installation Contracting Command (MICC), Fort Bliss Network Enterprise Center (NEC) - OEMs and Vendors: - East Penn Manufacturing (Deka Unigy II batteries) - Eagle Eye Power Solutions (Eagle-Eye MIS-500 Modular Inverter System) - Products Requested: - 144 Deka Unigy II batteries (4V 2000 AH each, part number: Deka Unigy II) - 2 Eagle-Eye MIS-500 Modular Inverter Systems (part number: Eagle-Eye MIS-500) - 1 Battery Monitoring System (remote alarm reporting capability) - Services Requested: - Removal and hazardous disposal of all existing battery banks, cells, racks, cabling, and associated components - Installation of a new DC battery plant sized to connected loads and future projections, compliant with IEEE, NFPA, UFC, and MILHDBK standards - Integration of remote monitoring and alarm system with NEC communication protocols - Full system testing and commissioning, including float-voltage checks, connection integrity, ohmic/capacity testing, and operational verification - Remote site logistics, including ATV and trailer transport for access to Building 30430 - Mission continuity support to maintain uninterrupted LMR communications during replacement - Unique/Notable Requirements: - All battery removal and disposal must comply with EPA hazardous waste regulations and installation SOPs - Contractor must provide all labor, materials, equipment, and transportation - Temporary DC power sources must be coordinated to ensure continuous LMR operation - Compliance with IEEE Std 1188, NFPA 70 Article 480, UFC 352001, and MILHDBK419A is mandatory - Remote monitoring system must provide real-time status, fault alerts, and degradation alarms - Logistics require specialized vehicles (ATVs) due to remote site access

Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.

The Mission and Installation Contracting Command (MICC) – Fort Bliss, in support of services needed to remove, replace, and dispose of the DC battery system in Building 30430. The system supports critical network and communications functions, including the Land Mobile Radio (LMR) capability, and uninterrupted power is essential to preventing major outages that would degrade mission support across Fort Bliss.

                                                                                Submission Instructions

Interested offerors shall submit the following by the response date listed above:

Volume I - Price Proposal: The Offeror shall submit a completed pricing schedule for CLIN 0001 covering the initial firm-fixed-price period. All CLINs will be evaluated for completeness and price reasonableness. Volume II - Technical Proposal: A detailed narrative addressing how the offeror will meet all requirements in the Performance Work Statement and Technical Exhibits. Do not include any pricing information in this volume. Volume III- Phase In: A 72-hour phase-in period will commence upon contract award. The purpose of this period is to ensure the contractor is fully prepared to begin performance in accordance with the PWS The contractor shall use this time to finalize all arrangements, including personnel, facilities, and materials. Full performance in accordance with the solicitation requirements shall begin immediately following the conclusion of the 72-hour phase-in period.

All questions responses regarding this solicitation must be submitted by email no later than 18 September 2026 at 09:00 AM MST to ensure the Government can provide a timely response. All official Government responses will be issued through a written amendment to the solicitation.
